Qualifications

• Bachelor’s degree in Civil Engineering or equivalent.
• P.Eng. designation in the Province of Ontario, in good standing.
• Minimum 10 years of progressively responsible experience in inspection, maintenance, rehabilitation, and construction of bridges and transportation structures.
• Demonstrated success in planning, budgeting, prioritization, resource management, project execution, and problem resolution.
• Strong commitment to safety leadership and the promotion of safe work practices.
• Knowledge of the Canadian Highway Bridge Design Code, MTO Structural Manual, MTO Rehabilitation Manual, and related industry standards.
• Knowledge of contract administration, traffic management requirements, and structural inspection and evaluation practices.
• Ability to plan, schedule, supervise, and technically direct complex projects and programs.
• Excellent analytical, decision‑making, and problem‑solving skills.
• Strong verbal and written communication skills with the ability to engage stakeholders.
• Excellent interpersonal and organizational skills, with the ability to manage competing priorities in a fast‑paced environment.
• Experience with OPSS and Ministry standards.
• Demonstrated ability to build collaborative relationships and work within cross‑functional teams.
• Ability to work outside normal business hours when required.

Responsibilities

• Maintain and oversee inventory and records for all 407 ETR structures.
• Lead structural inspection programs, including OSIM inspections.
• Develop, administer, and oversee tenders, RFQs, and other procurement processes for structural assets.
• Act as Contract Administrator and supervise consultants, contractors, and service providers.
• Monitor and update the Operations Safety Control Plan related structures components.
• Lead development of annual and multi‑year maintenance, rehabilitation, and capital programs.
• Respond to emergency situations involving structural assets and coordinate repair activities.
• Support incident investigations, insurance claims, and stakeholder communications.
• Provide strategic recommendations for management and rehabilitation of structural assets.
• Lead, coach, and develop the Structures team and manage budgets.
