Responsibilities

  • Maintain and oversee inventory and records for all structures within the 407 ETR network.
  • Lead structural inspections, OSIM or equivalent, and annual/detailed maintenance programs.
  • Administer tenders, bids, and procurement for structural assets.
  • Supervise consultants, contractors, and service providers; ensure timely delivery.
  • Guide budget development and capital planning for structures portfolio.
  • Provide technical expertise and leadership to the Structures team.

Position Summary

The Manager, Structures is responsible for the planning, management, and delivery of the inspection, maintenance, rehabilitation, and construction programs for bridges, culverts, overhead sign structures, tolling gantries, retaining walls, and other structural assets across the Highway 407 ETR service area. This role provides leadership and oversight of the physical, financial, and staffing required to deliver a safe, efficient, and cost-effective structures program while ensuring compliance with all applicable regulatory requirements, industry standards, corporate policies, and operational procedures. The Manager, Structures is also responsible for developing annual and multi-year maintenance and capital plans, establishing funding priorities, and providing technical expertise to support the long-term integrity and performance of the Company's structural assets. The ideal candidate holds a Professional Engineer (P.Eng.) designation and brings extensive experience in the inspection, maintenance, rehabilitation, and management of transportation infrastructure projects. A strong understanding of applicable municipal, provincial, and federal regulations, as well as Ministry of Transportation (MTO) and industry-standard bridge design and analysis software, is required. The ability to lead complex projects, develop innovative solutions, and effectively communicate technical information to a variety of stakeholders is essential.

Duties and Responsibilities
  • Maintain and oversee the inventory and asset records for all 407 ETR structures, including bridges, culverts, sign structures, tolling gantries, and retaining walls.
  • Manage and perform structural inspection programs, including annual detailed maintenance inspections and biennial Ontario Structure Inspection Manual (OSIM) inspections.
  • Develop, administer, and oversee tenders, requests for proposals, quotations, and other procurement processes related to structural assets.
  • Act as Contract Administrator and supervise the work of consultants, contractors, and service providers within the assigned portfolio.
  • Monitor and evaluate the effectiveness of structures-related components of the Operations Safety Control Plan and recommend updates as required.
  • Lead the development of annual and multi-year maintenance, rehabilitation, and capital programs, ensuring work is completed in a timely, safe, and cost-effective manner.
  • Respond to emergency situations involving structural assets and coordinate assessment, repair, and restoration activities.
  • Support the coordination of incident investigations, insurance claims, and related stakeholder communications.
  • Provide technical expertise and strategic recommendations regarding the management, maintenance, and rehabilitation of structural assets.
  • Lead, coach, and develop the Structures team, including performance management, workforce planning, training, and employee development.
  • Manage the annual operating and capital budgets for structural assets, ensuring resources are effectively allocated to meet business objectives and asset management priorities.
  • Provide strategic leadership for the lifecycle management of structural assets, including the development of long-term maintenance, rehabilitation, and capital investment plans to support safe and reliable operations.
  • Perform other duties as assigned.
Qualifications
  • Bachelor's degree in Civil Engineering or equivalent.
  • Professional Engineer (P.Eng.) designation in the Province of Ontario, in good standing.
  • Minimum 10 years of progressively responsible experience in the inspection, maintenance, rehabilitation, and construction of bridges and transportation structures.
  • Demonstrated success in planning, budgeting, prioritization, resource management, project execution, and problem resolution.
  • Strong commitment to safety leadership and the promotion of safe work practices.
  • Comprehensive knowledge of the Canadian Highway Bridge Design Code, MTO Structural Manual, MTO Rehabilitation Manual, and related industry standards.
  • Strong knowledge of contract administration, traffic management requirements, and structural inspection and evaluation practices.
  • Proven ability to plan, schedule, supervise, and technically direct complex projects and programs.
  • Excellent analytical, decision-making, and problem-solving skills.
  • Strong verbal and written communication skills with the ability to effectively engage internal and external stakeholders.
  • Excellent interpersonal and organizational skills, with the ability to manage competing priorities in a fast-paced environment.
  • Experience working with Ontario Provincial Standard Specifications (OPSS) and Ministry standards.
  • Demonstrated ability to build collaborative relationships and work effectively within cross-functional teams to achieve departmental and organizational objectives.
  • Ability to work outside normal business hours when required.
  • Ability to maintain a high degree of professionalism and confidentiality.
