The Lethbridge Police Service is currently accepting applications for a full-time permanent Human Resources Manager. The Human Resources Manager provides leadership of HR initiatives for Lethbridge Police Service. The role ensures strategic, compliant and operational management of human resources initiatives and requirements. The Human Resources manager is accountable for developing and promoting, constructive and collaborative relationships with stakeholders to enhance the work experience of employees and support the service mission, vision and values.

The Opportunity :

In this role, you bring agility, analytical thinking, and adaptability to a rapidly evolving environment. The Human Resources Manager plays a vital role within Lethbridge Police Service (LPS), acting as a trusted advisor. Leading a team of two and reporting directly to the Deputy Chief of Police, the Human Resources Manager collaborates closely with the Executive Team (Chief, Deputy Chief, and three Divisional Inspectors), managers, employees across LPS and the City of Lethbridge.

This position offers a high degree of variety, with exposure to a broad range of human resource functions, allowing you to continually deepen your human resource competencies and expand your experience. As the Human Resources Manager, you demonstrate the ability to assess situations, understand organizational needs, and provide sound guidance aligned with relevant legislation and collective bargaining agreements. Experience within government and working within a unionized environment is essential in this role.

As the Human Resources Manager, you will :

  • Develop and execute HR strategies that align with the organization's goals and objectives
  • Oversee the development and implementation of human resources policies and procedures
  • Provide leadership and guidance to the LPS HR team, members of Executive and employees
  • Ensure compliance with administrative laws and regulations
  • Develop and maintain effective relationships with internal and external stakeholders
  • Develop and maintain HR metrics to measure the effectiveness of HR programs and initiatives
  • Develop and maintain effective communication channels with employees across the organization
  • Proactively manage the claims management process within LPS in collaboration with the City of Lethbridge Disability Management Team, including accommodation requests, permanent accommodations and short-term disability, long term disability and Workers Compensation Board case management.
  • Analyze workforce planning needs, monitoring trends and proactively developing creative strategies to meet these needs
  • Manage labour relations matters as required
  • Manage, review, and modify the promotion process.
  • Researching and investigating special topic areas as required using various sources of information.
  • Serve as a Lethbridge Police Service representative on the Alberta Association Police of Chiefs People and Culture Committee

Effectively identifies, analyzes, and resolves conflict through facilitation, mediation, and team assessments. Fosters a respectful workplace by encouraging open dialogue and sustainable solutions.

Change Management

Champions organizational transformation by managing HR change initiatives. Applies adaptive strategies to overcome challenges and drive continuous improvement while maintaining operational effectiveness.

Relationship Building and Collaboration

Builds trusted, respectful relationships internally and externally. Models open communication, inclusivity, and collaboration while fostering sustainable partnerships across the organization and community.

Effectively leads and manages change across all levels while maintaining operational efficiency. Responds flexibly to shifting priorities and challenges, fostering innovation and resilience. Enhances HR practices through strategic adaptation and champions a culture of continuous improvement within Lethbridge Police Service and beyond.

Qualifications :

  • A minimum of 10 years of progressively senior experience in a related field, with preference given to candidates with backgrounds in policing or government sectors
  • Demonstrated experience working in a unionized environment in a Human Resources capacity is required
  • University degree in management with a major in human resources and Labour Relations or a related field
  • Certified Human Resources Professional designation or eligibility
  • Knowledge of sound business practices related to human resources management
  • Strong interpersonal skills, including the ability to work effectively with a wide range of business unit leaders
  • Ability to analyze business needs and think strategically
  • Ability to maneuver from para-military aspects of policing to mainstream business cultures.

Salary : $112,456.50 - $140,575.50

Hours : Monday to Friday, 37.5 hours per week, (Flexible / Compressed Work Week is available)

The City of Lethbridge offers a competitive and flexible compensation package including a generous health care spending account and a defined benefit pension plan (LAPP).

The successful candidate is required to consent to a police security clearance, which includes the voluntary completion

and submission of a personal disclosure form (lifestyle questionnaire), criminal and police records check, fingerprint check, reference checks and truth verification through polygraph examination.

STEPS OF HIRING PROCESS

  • Completion of a satisfactory police fingerprinting check (applicable to applicants outside LPS).
  • Completion of a satisfactory polygraph examination (applicable to applicants outside LPS).
  • A Security clearance check will be conducted (applicable to applicants outside LPS).
  • Reference verification of a minimum of three professional references (applicable to applicants outside LPS)
  • A successful candidate(s) will be selected and offered the position.
  • All components of the selection process will be administered, scored, evaluated and interpreted in a fair and uniform manner.
  • Duration of the hiring process may take approximately two to three months.
