As an HR Consultant (HRC), you will work in a complex, multifaceted generalist position with various areas of responsibility. You will provide effective consultation and direction to assigned client groups on strategic talent acquisition initiatives and recruitment practices that align with short- and long-term business objectives. You will also lead or be involved with key policies, processes, and/or programs related to employment at The City, with the initial focus to lead and build The City’s student and youth hiring initiatives. Primary duties include:

  • Collaborate with, influence, direct and/or represent hiring leaders throughout the full recruitment process for hard-to-fill, specialized and business critical positions, providing advice and recommendations on strategic talent acquisition processes and practices.
  • Drive strategic talent acquisition initiatives to attract top talent for assigned client groups. Collaborate with HR partners and business leaders and leverage a business partnership approach to define evolving talent needs.
  • Develop and implement comprehensive data-driven recruitment strategies, utilizing analytics, market intelligence, and competitive insights to proactively identify and engage candidates.
  • Collaborate with colleagues to implement strategic LinkedIn sourcing to attract talent for a variety of positions, building relationships with industry experts and external parties to identify and encourage applications from qualified candidates.
  • Lead and/or execute specialized programs or processes such as student and youth employment, redeployment, employment policy, police information checks, pre-employment drug testing, employment of international hires, employment and secondment contracts, recruitment and interviewing training, and engagement of executive search agencies.
  • Establish and nurture strong external relationships with industry professionals, networks and associations to strengthen our talent pipeline and employer brand. Facilitate and/or participate in presentations, panel discussions, and career fairs.
  • Integrate equity, diversity, inclusion, anti-racism and truth and reconciliation principles and practices in all recruitment and selection initiatives.
  • Act as a mentor, coach, and subject matter expert for recruitment, interviewing and selection training.
  • Develop tools and marketing materials for both internal and external channels, such as myCity, calgary.ca, and various social media platforms.
  • Collaborate with partners to integrate strategic workforce planning, performance development and succession management with talent acquisition.
  • A degree in Human Resources, Business, Commerce or a related field and at least 5 years of related human resources experience which includes working directly with clients on strategic recruitment and providing consult and direction related to talent acquisition processes and best practices.
  • Equivalent combinations of education and experience may be considered.
  • Experience with social media recruitment tools and strategies, including platforms such as LinkedIn, AI tools, and Indeed.
  • Experience using analytics, market intelligence and competitive insights to drive recruitment strategies.
  • Experience with candidate sourcing, redeployment, student/youth hiring programs, and leading or coordinating projects.
  • Preference will be given to individuals with experience in complex, multi-union environments, and who have demonstrated experience applying and coaching others on equity, diversity, inclusion, anti-racism and truth and reconciliation practices and principles as they relate to talent acquisition.
  • A Chartered Professional in Human Resources (CPHR) designation will be an asset.
  • Success in this role requires a highly strategic individual with effective communication, coaching and collaborative relationship building skills, a high attention to detail, experience with change management and facilitation, and strong analytical and critical thinking skills.
