Job summary

The County of North Middlesex is seeking an experienced Human Resources professional to lead municipal HR operations, recruitment, and records management. You will ensure policy implementation and strict compliance with employment laws, while supporting a proactive, inclusive workplace.

You will advise leaders on HR policy, coordinate health and safety programs, manage grievances and collective bargaining processes, and oversee benefits and pension enrollment for staff.

Qualifications

• Post-secondary diploma in HR or a related field is required.
• Municipal, public sector, or unionized environment experience preferred.
• Proven ability in full-cycle recruitment.
• Experience interpreting collective agreements and employment laws.
• Knowledge of Employment Standards Act and OHSA.

Responsibilities

• Coordinate comprehensive HR functions from recruitment to onboarding and records maintenance.
• Support leaders in applying HR policies, collective agreements, and employment legislation.
• Facilitate employee and labour relations, including grievances and bargaining participation.
• Oversee workplace health and safety programs, ensuring compliance and proactive culture.
• Serve as liaison for Joint Health and Safety Committees, coordinating meetings and investigations.
• Manage WSIB claims, return-to-work, modified duties, and accommodations.
• Administer compensation and benefits, including pension enrollment and coordination with external providers.
• Ensure compliance with Employment Standards Act and OHSA.
• Collaborate across departments to support HR, health and safety initiatives.

KeyResponsibilities:

Requirements&Qualifications:

• Post-secondarydiplomainHumanResources,BusinessAdministration,OccupationalHealthandSafety,orarelatedfield.
• Fouryearsofrelatedhumanresourcesexperience,preferablyinamunicipal,publicsector,orunionizedenvironment.
• Demonstratedabilityinmanagingfull-cyclerecruitmentprocesses.
• Experienceinterpretingandapplyingcollectiveagreements,HRpolicies,andemploymentlegislation.
• Workingknowledgeofemployment-relatedlegislation(e.g.,EmploymentStandardsAct,OccupationalHealthandSafetyAct,HumanRightsCode).
• ProficiencyinHRbestpractices,includingemployeerelations,attendancemanagement,andworkplaceaccommodation.
• Strongorganizationalskillstomanagemultiplepriorities,maintainaccurateconfidentialrecords,andmeetdeadlines.
• Soundjudgment,discretion,andprofessionalismwhenhandlingsensitiveemployeeandworkplacematters.
• Excellentwrittenandverbalcommunicationskillsforpreparingreports,correspondence,andengagingwithdiversestakeholders.
• ProficiencywithMicrosoftOffice,HRIS/payrollsystems,andrecordsmanagementsystems.
• CHRP/CHRLdesignationorCRSPcertificationconsideredasignificantasset.
