Job summary

The Government of the Northwest Territories in Fort Smith seeks an experienced Human Resource Officer to provide comprehensive HR services, including recruitment, job description development, labour relations support, performance management assistance and employee development initiatives.

You will support GNWT departments in attracting, retaining and developing a strong workforce, ensuring compliant HR processes and effective records management across systems.

Qualifications

  • A relevant bachelor’s degree coupled with two (2) years of experience in a relevant field.
  • Equivalent combinations of education and experience will be considered.

Responsibilities

  • Lead and coordinate recruitment and staffing activities, including competitions, interviews, and selection committee processes.
  • Provide advice and guidance to managers on recruitment strategies, staffing options, and hiring practices.
  • Ensure recruitment activities comply with GNWT policies, legislation, and best practices.
  • Support labour relations activities by providing guidance, conducting research, and facilitating meetings.
  • Communicate labour relations and Duty to Accommodate advice and information to departments.
  • Assist managers with performance planning, employee reviews, and performance improvement initiatives.
  • Support employee recognition programs, including long-service and retirement recognition activities.
  • Assist with employee training, career development planning, and workforce development initiatives.
  • Coordinate and promote GNWT recruitment and retention programs, including student, internship, and Indigenous recruitment initiatives.
  • Process employee documentation related to appointments, transfers, and employment status updates.
  • Respond to employee and management inquiries while maintaining accurate records within HR systems and databases.
  • Build positive working relationships with managers and employees to support effective human resource management across departments.

Education

Bachelor's degree plus 2 years experience

Job description

The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves andthe development of programs and services that effectively serve the human resource needs of the public service.

Job Information

Reporting to the Superintendent, Southern Region, the Human Resource Officer provides comprehensive human resource services including recruitment, job description development, labour relations support, employee orientation, performance management assistance, employee recognition programs, and employee development initiatives. The position plays a key role in supporting GNWT departments and boards in attracting, retaining, and developing a strong workforce.
