Job summary

PCL Constructors Inc. in Edmonton, Alberta is seeking an experienced HSE Programs Lead to drive the technical execution and continuous improvement of our HSE initiatives, partnering with project teams across the company.

You will develop and revise HSE programs, collaborate with experts, and promote a culture of safety and learning while traveling about one week per month.

Qualifications

  • Minimum 10 years of field HSE experience (construction or industrial preferred).
  • Minimum 3–5 years of experience in HSE program development.
  • Demonstrated technical writing, communication, and facilitation skills.
  • Proficiency with Microsoft Office; experience with AI tools for program development is an asset.
  • Willingness to travel (approximately 1 week per month).

Responsibilities

  • Develop and revise HSE programs and procedures, ensuring clarity, compliance, and an accurate reflection of how work is performed in the field.
  • Collaborate with subject matter experts, project teams, and cross‑functional partners to ensure HSE programs are practical and aligned with operational realities and industry best practices.
  • Research, evaluate, and recommend innovative HSE practices from across districts and the broader industry for corporate adoption.
  • Implement identified improvements into core HSE management system processes—including Incident Management, Risk Management, and Assurance—by integrating leading practices and supporting their implementation across the organization.
  • Develop and execute change management and communication plans to support the rollout and adoption of new or revised programs.
  • Utilize data analysis to assess program effectiveness and identify opportunities for further improvement.
  • Facilitate knowledge sharing and promote consistency in safety programs across the organization.
  • Represent PCL in technical forums, industry groups, and with regulatory bodies to share insights and stay current with emerging trends.
  • Champion a culture of safety, learning, and innovation throughout the organization.
