Job summary

enCompass Community Safety Agency is seeking a Manager of Housing to lead the Housing division, overseeing Donnelly House, LOFT, Nova, and Youth Housing First, with a focus on stability and progress toward independent living.

This full-time role requires strong leadership, budget management, risk and quality improvements, and collaboration with government partners to deliver client-centered, compliant services.

Qualifications

• Degree or diploma in a related human services field.
• Five years of program oversight experience.
• Five years working with high-risk individuals.
• Experience managing budgets.
• Experience with risk management and mandatory reporting.
• Proven leadership and team-building ability.
• Strong written and verbal communication.
• Proficient with MS Word, Excel and Outlook.

Responsibilities

• Provide leadership and oversight for Housing programs, including program operations, policy implementation, safety and security, and service delivery in compliance with agency and funder requirements.
• Develop division-level direction, policies, practices, and standards in alignment with agency strategy, philosophy, and client-centred practice.
• Lead recruitment, retention, supervision, performance management, training, and staff development across the division.
• Complete funder reports and proposals within required timelines and oversee record-keeping, databases, inventory, and maintenance systems.
• Assist with the development of division budgets, monitor expenditures, and ensure timely financial documentation and invoice processing.
• Build and maintain positive relationships with partners, collaborators, funders, neighbours, and community stakeholders.
• Support quality improvement through program logic models, data collection, accurate data entry, annual performance improvement plans, and clear program design.
• Participate in Strategic Leadership Team activities, agency and division meetings and committees, and contribute to agency-level direction and policy.
• Research and remain current on developments in the community of practice and bring forward recommendations to the Senior Leadership Team.
• Participate in the after-hours on-call rotation and fulfill acting or operational roles as required.
