Job summary

LRO Staffing is seeking an experienced Human Resource Specialist for a full-time, permanent position based in Ottawa. The role combines hands-on HR administration with strategic initiatives, focusing on compliance, employee relations, and policy development within a regulated healthcare environment.

The successful candidate will manage payroll, HRIS administration, and multi-stakeholder collaboration with leadership to drive performance management and workforce planning.

Qualifications

• Bachelor's degree in HR, business, or related field
• 5+ years progressive HR experience in a senior role
• CHRL or CPHR designation strongly preferred
• Experience with HR operations, employee relations, recruitment and policy development
• Experience with HRIS systems (ADP, Oracle) considered an asset
• Experience in healthcare or unionized environments preferred

Responsibilities

• Lead day-to-day HR operations including records management and benefits administration
• Oversee payroll coordination, timesheets, pay reconciliation and payroll issue resolution
• Ensure compliance with employment laws, regulations and internal HR policies
• Develop and maintain HR policies, job descriptions and employee handbooks
• Support full-cycle recruitment, onboarding, offboarding and transitions
• Provide guidance on employee relations, conflict resolution and grievances
• Collaborate with leadership on performance management, goal setting and evaluations
• Support HRIS optimization and data integrity improvements
• Analyze HR metrics to inform decision-making and identify trends
• Support change management, restructuring and workforce planning
• Employee engagement, wellness, and recognition initiatives
• Equity, diversity, and inclusion initiatives across the organization
• Succession planning and talent development strategies
• Work with multidisciplinary leadership teams in a collaborative healthcare environment
