Job summary

CARE Canada is seeking a Program Development Manager to coordinate and craft high-quality proposals for institutional funders, with a focus on Global Affairs Canada and related government departments. The role requires collaboration across country offices, financial teams, and partners to secure funding while upholding CARE’s gender and safeguarding standards.

Qualifications

• Experience in international development or humanitarian business development in Canada.
• Experience developing funding proposals for institutional funders (public, private, philanthropic).
• Experience managing Global Affairs Canada funding, grant agreements, and negotiations.
• Desirable ability to work in two CARE working languages, English and French (French preferred).
• Experience working overseas in development/humanitarian contexts.

Responsibilities

• Lead coordination and writing of high-quality, impact-aligned proposals.
• Identify funding opportunities and resource mobilization strategies; support donor engagement.
• Support development and maintenance of strategic program partnerships (public-private).
• Maintain processes that enable successful proposal development and funding.
• Collaborate with country offices, financial specialists, and stakeholders to align proposals with CARE’s strategy.
