Job summary

The Halton Police Board seeks a Board Compliance Manager to act as the primary guardian of regulatory alignment and HR compliance under the CSPA. The role audits policies, manages compliance risk, and advises leadership while coordinating with the Inspector General and external stakeholders.

Based at the Oakville headquarters, the BCM ensures transparency, accountability, and statutory integrity within board oversight, aligning HR, safety, and privacy mandates with governance best practices.

Qualifications

• Bachelor’s Degree in HR, Law, Business Administration, Public Policy, Public Administration or related discipline.
• CPHR/CHRL or legal/compliance certification is a strong asset.
• 5–7 years of experience administering compliance frameworks, regulatory metrics, or HR policy in public sector or regulated environments.
• Experience with unionized public sector environments, including collective agreement analysis and labour relations compliance.
• Knowledge of CSPA, MFIPPA, OHRC, employment standards and privacy laws.
• Strong analytical skills, discretion, and ability to advise senior leadership.

Responsibilities

• Audit board bylaws, policy registers, and sub-committee activities against provincial policing standards and statutory diversity planning mandates.
• Assist in tracking collective bargaining cycles with police associations.
• Coordinate intake, document compilation, and data preservation workflows for Inspector General inquiries; maintain audit readiness.
• Analyze aggregated discipline logs and HR data to identify systemic trends with confidentiality and non-reprisal safeguards.
• Verify legal precision of Board records, lead FOI responses under MFIPPA, and monitor conflict-of-interest filings and conduct registries.
• Supervise and direct work of Board Staff regarding record retention, compliance workflows, and digital data security.
