Job summary

FortisBC in Vancouver, BC, is seeking a FAES Technical Solutions Manager to provide technical leadership across FAES projects. This role ensures engineering integrity, regulatory compliance, and effective risk management across design, construction and operations.

The position offers a competitive salary, full-time regular status, and a flexible work program permitting up to 85 flex days per year, subject to business needs.

Qualifications

  • Bachelor’s degree in engineering and licensed as a Professional Engineer (P.Eng.) with the Association of Professional Engineers and Geoscientists of British Columbia or an equivalent combination of education and experience may be considered.
  • Minimum 8 to 10 years of progressively responsible experience in thermal or district energy, HVAC, or related fields, spanning design, construction, and operations.
  • Project Management Professional certificate (PMP) from PMI will be an asset.
  • LEED Accredited Professional (LEED AP) from CAGBC be an asset.
  • Experience in design and construction management and systems integration in regulated utility environments.
  • Senior-level knowledge of engineering principles, standards and practices for Thermal Energy and Building Mechanical Systems.
  • Strong analytical and decision-making abilities.
  • Excellent written and verbal communication, with ability to present to non-technical stakeholders.

Responsibilities

  • Provides technical expertise across the FAES portfolio through all project phases, translating objectives into clear technical requirements.
  • Identifies technical risks and maintains alignment with standards, costs and operations.
  • Supports regulatory and financial requirements, including cost recovery considerations.
  • Ensures engineering decisions align with capital and operating costs and regulatory approvals.
  • Leads technical inputs for regulatory applications and demonstrates customer value and cost recovery.
  • Ensures QA/QC and development of standards and asset management frameworks.
  • Builds internal capability by reducing reliance on external consultants.
  • Collaborates with internal teams and external consultants to resolve technical issues and drive improvements.

Position Overview

The FAES Technical Solutions Manager is responsible for providing technical leadership, management and oversight across the FAES projects and initiatives. This role serves as a technical advisor, accountable for technical integrity across projects and initiatives. It includes supporting technical direction, establishing engineering standards, managing risk, and ensuring quality and consistency in compliance with regulatory requirements and approvals.

Key Accountabilities
  • Provides technical expertise across the FAES portfolio through all project phases, from feasibility to operations, translating business objectives into clear technical requirements, standards, and design criteria. Works across internal functions including regulatory, finance, customer service, business development, project delivery, and operations, and represents the organization’s interests throughout the project lifecycle from early development through design, construction, commissioning and operations.
  • Identifies technical risks and exercises decision-making authority as required to ensure project outcomes align with technical standards, cost expectations, and operational needs.
  • Acts as the organization’s technical representative supporting the organization’s interests, ensuring technical, regulatory, and financial requirements are met, including appropriate alignment of capital and operating costs with rate structures and cost recovery.
  • Accountable for ensuring engineering decisions are aligned with financial and regulatory frameworks, including capital versus operating cost treatment, affordability considerations, regulatory approvals, and lifecycle asset value.
  • Leads technical inputs and is accountable for engineering components of regulatory applications by integrating technical, financial, and cost-of-service considerations to demonstrate customer value and cost recovery.
  • Accountable for ensuring QA/QC requirements are met for assigned projects and engineering deliverables, and supports the development and implementation of engineering standards, specifications, and asset management frameworks that support reliable, maintainable, and high-performing systems.
  • Builds internal technical capability and reduces reliance on external consultants by strengthening in-house expertise, standards, and decision-making processes, ensuring solutions are developed with a long-term ownership and accountability perspective.
  • Provides technical leadership across internal teams and external consultants, accountable for working with project delivery and operations teams to resolve technical issues, coordinate design changes, and define system performance and maintenance requirements, using operational data to drive continuous improvement.
Qualifications
  • Bachelor’s degree in engineering and licensed as a Professional Engineer (P.Eng.) with the Association of Professional Engineers and Geoscientists of British Columbia or an equivalent combination of education and experience may be considered.
  • Minimum 8 to 10 years of progressively responsible experience in thermal or district energy, HVAC, or related fields, spanning design, construction, and operations. Development, construction and operations experience, project planning and estimating as well as field experience is considered as an asset.
  • Project Management Professional certificate (PMP) from the Project Management Institute (PMI) will be an asset.
  • LEED Accredited Professional (LEED AP) from the Canada Green Building Council (CAGBC) be an asset.
  • Demonstrated experience in design and construction management and systems integration, along with familiarity operating within a regulated utility or energy services environment, including an understanding of cost recovery, rate structures, and capital versus operating cost considerations.
  • Senior-level knowledge of engineering principles, standards, and practices applicable to Thermal Energy and Building Mechanical Systems.
  • Strong analytical skills with the ability to evaluate complex, multi-factor risks and engineering problems.
  • Demonstrated ability to make independent engineering decisions and provide technical direction on complex issues.
  • Strong project management and organizational skills, with the ability to manage multiple priorities.
  • Excellent written and verbal communication skills, including technical report preparation and presentations.
  • Ability to communicate highly technical information to non-technical stakeholders.
  • Proven ability to work effectively both independently and within multidisciplinary teams.
  • Ability to review and validate technical work to ensure quality, consistency, and adherence to standards.

In this role, you will have the option to participate in a flexible work program, enabling you to work from an approved flex location in British Columbia up to 85 days a year (equivalent to approximately two days a week), subject to business or operational needs.
