Job summary

FortisBC in Kelowna, BC, is seeking a C&EM Program Specialist (Peak & Capacity Mitigation) to lead energy conservation initiatives across residential, commercial, and industrial segments. You will manage the full program lifecycle, from opportunity identification and business case development to customer offerings and performance monitoring.

Qualifications

  • Diploma in a related discipline with at least 3 years of relevant experience.
  • PM designation (PMP) or CEM is an asset.
  • Experience delivering DSM programs in a regulated utility is an asset.
  • Proven track record managing multi-stakeholder projects on time and within budget.
  • Strong organizational, analytical skills to support measurement and reporting.
  • Ability to lead a team and work independently to execute projects.

Responsibilities

  • Oversee program operations including approvals, escalations, contractor management, invoicing, and compliance.
  • Identify opportunities for innovation and energy savings and boost customer participation.
  • Develop program frameworks, eligibility, applications, contracts, communications materials, and implementation plans.
  • Lead the development, launch, and enhancement of peak and capacity mitigation programs.
  • Manage program budgets, forecasts, metrics, reporting, and expenditure tracking.
  • Collaborate with internal and external partners to drive awareness and delivery.
  • Lead procurement and vendor engagement activities including RFPs, contracts, and oversight.
  • Support regulatory reporting and program evaluation.
  • Provide leadership to the team and coordinate cross-functional efforts to achieve goals.

Position Overview

Are you passionate about sustainability, energy efficiency, and creating programs that deliver meaningful environmental and customer outcomes? Reporting to the Conservation & Energy Management (C&EM) Program Manager, you will play a key role in shaping and delivering innovative conservation initiatives across residential, commercial, industrial, and low-income customer segments. You will oversee the full program lifecycle—from identifying opportunities and developing business cases to designing customer offerings, managing budgets, monitoring performance, and driving continuous improvement.

This is a highly collaborative role that requires strong program management expertise, business acumen, and stakeholder engagement skills. You will work closely with internal teams, contractors, vendors, industry partners, municipalities, and regulatory stakeholders to ensure programs are effective, customer-focused, financially responsible, and aligned with FortisBC's conservation and climate objectives.

In this role, you will:
  • Oversee program operations, including application approvals, customer escalations, contractor management, invoice approval, and compliance requirements.
  • Identify opportunities for innovation, partnership development, and continuous improvement that maximize customer participation and energy savings.
  • Develop program frameworks, eligibility requirements, applications, contracts, communications materials, and implementation plans.
  • Lead the development, launch, and enhancement of peak and capacity mitigation programs and initiatives.
  • Manage program budgets, forecasts, performance metrics, reporting, and expenditure tracking to ensure effective use of resources.
  • Collaborate with internal stakeholders, contractors, vendors, and external partners to drive program awareness, participation, and successful delivery.
  • Lead procurement and vendor engagement activities, including Requests for Proposals (RFPs), contract administration, and performance oversight.
  • Support regulatory reporting, program evaluation, measurement and verification activities, and stakeholder presentations.
  • Provide leadership and guidance to team members while coordinating cross-functional efforts to achieve program goals and timelines.
What it takes:
  • A diploma in a related discipline, such as business, plus a minimum of three years of relevant experience with demonstrated success.
  • A Project Management Professional or Certified Energy Manager designation is considered an asset.
  • Previous experience with delivering and communicating DSM programs and experience working in a regulated utility would be an asset.
  • A proven track record in designing and delivering successful multi-stakeholder projects on time, budget and within scope.
  • Exceptional organizational, technical and analytical skills to support with measurement and verification activities and reporting.
  • A demonstrated ability to manage a team and to work independently to successfully execute projects.
Additional Information
  • This position will require some travel away from the base office to within the geographic area of coverage.

In this role, you will have the option to participate in a flexible work program, enabling you to work from an approved flex location in British Columbia up to 85 days a year (equivalent to approximately two days a week), subject to business or operational needs.
