Job Description

The incumbent is responsible for preparing cost estimates and project schedules for the company's bids and proposals. Reporting to the Estimating Manager, this role contributes to the competitiveness of proposals by ensuring the accuracy of quantities, cost estimates, and project schedules.

Working closely with the Estimating team and the Project Management Office (PMO), the incumbent actively seeks the most competitive pricing from suppliers, subcontractors, carriers, and disposal facilities. The role also contributes to the development and monitoring of project schedules while supporting the preparation of complete, accurate, and competitive proposals and ensuring effective project follow-up.

Main responsibilities
  • Review tender documents, drawings, specifications, and contract documents for assigned scopes of work.
  • Determine labour, equipment, subcontracting, material, and disposal requirements.
  • Develop direct cost estimates based on validated technical assumptions.
  • Ensure consistency between the proposed technical approach and estimated costs.
  • Submit estimates to the Lead Estimator for review and approval, when required.
Pricing and Vendor Management
  • Solicit and evaluate quotations from subcontractors, material suppliers, and transportation providers.
  • Source the most competitive pricing for materials commonly used in environmental remediation projects (e.g., aggregates, geomembranes, chemicals).
  • Obtain and compare transportation rates (trucking, off-site disposal, etc.).
  • Identify and assess contaminated soil disposal options, including approved receiving facilities and associated pricing.
  • Maintain strong relationships with key suppliers and subcontractors.
  • Document and archive pricing information within the team's estimating databases and tracking tools.
Proposal Schedule Development
  • Develop project schedules required for competitive bids.
  • Collaborate with the Estimating team to ensure all contractual requirements are incorporated into the Baseline Schedule.
  • Develop schedule templates tailored to different project types.
Project Schedule Monitoring
  • Support the Project Management Office by monitoring project schedules in accordance with project-specific requirements.
  • Identify variances between the baseline schedule and actual progress, assist in assessing the financial impacts of schedule delays, and link delays to change orders when appropriate.
  • Incorporate approved change orders into project schedules and analyze their impact on project duration.
Technical Support
  • Participate in site visits and technical meetings as required.
  • Identify technical and financial risks related to assigned scopes of work and communicate them to the Lead Estimator.
  • Assist in preparing and formatting proposal submissions.
Cross-Functional Collaboration
  • Work under the direction of the Lead Estimator while managing assigned portions of proposals.
  • Collaborate with the Project Management Office and Operations teams to validate technical assumptions.
  • Participate in bid closeout meetings and support the transfer of project information to execution teams.
  • Assist project teams in preparing estimates for change orders and additional work.
  • Participate in post-project reviews comparing estimated versus actual project costs in collaboration with the Project Controls team.
  • Contribute to maintaining cost databases and benchmarking information.
  • Recommend improvements to estimating methodologies, scheduling practices, and supporting tools.
