Job summary

BC Hydro in Kamloops is seeking a Program Manager 1, Access to lead multiple access projects from initiation through completion. You will develop plans, coordinate contractors, and ensure quality and on-budget delivery in a safety-conscious environment.

The role requires an RPF in good standing, 8+ years of forestry experience (or 5+ in forest ops for complex projects), BC regulatory knowledge, and strong stakeholder engagement. Province-wide travel and a comprehensive benefits package apply.

Qualifications

• Must be a Registered Professional Forester in good standing with the ABFPro.
• Eligible for professional registration in BC as an RPF.
• Minimum eight years of related forestry experience or five years in forest ops for multidisciplinary projects.
• Knowledge of BC forest legislation, environmental and water resources, and cultural resources.
• Ability to manage competing priorities in a multidisciplinary environment.
• Proficient in Microsoft Office and Adobe software.
• Valid BC Driver’s License.

Responsibilities

• Lead annual work plan and manage multiple access projects from initiation to completion.
• Develop project plans defining scope, budget, schedule and team responsibilities.
• Establish quality metrics and monitor progress for cost-effective delivery.
• Manage implementation within approved scope, timeline and budget.
• Coordinate contractor resources to ensure successful execution.
• Analyze risks and apply innovative solutions to forestry challenges.
• Serve as forestry SME for BC Hydro and assist Indigenous Relations when required.
• Assist with contract scope, specs for forestry and vegetation management.
• Implement and admin layout/engineering contracts; plan access, road layout, bridges, and reporting.
• Coordinate schedules for Operations, Lines, Properties, Archaeology, Environment, and others; provide periodic updates.
• Communicate professionally with clients, stakeholders, First Nations, and government representatives.

• The candidate will be responsible for contributing to the annual work plan and managing multiple access projects of considerable size, diversity, complexity, and risk from project initiation through to successful completion.
• The candidate will be responsible for developing project plans that define project scope, budget, schedule, and team responsibilities to achieve project objectives.
• The candidate will be responsible for establishing quality metrics for project implementation and monitoring progress to ensure work is completed in the most cost-effective manner using project management principles.
• The candidate will be responsible for managing project implementation within the approved scope, timeline, and budget by applying innovative planning, detailed analysis, effective task execution, and sound judgment to resolve diverse and unique issues.
• The candidate will be responsible for managing a diverse range of contractor resources to ensure the successful execution of the program.

• The candidate will be responsible for serving as a forestry Subject Matter Expert for BC Hydro and its clients and assisting the Indigenous Relations Team with consultation activities when required.
• The candidate will be responsible for assisting with the development of contract scope, specifications, and associated documentation for forestry and vegetation management contracts.
• The candidate will be responsible for implementing and administering layout and engineering contracts for professional and technical activities, as well as construction contracts. Responsibilities include access planning and management, road layout and design, bridge site planning, watercourse classification, cost estimating, options analysis, contract management, and preparing periodic reports or updates on schedules, progress, conformance or compliance, payments, and other required activities.
• The candidate will be responsible for coordinating the schedules and requirements of project teams, including Operations, Lines, Properties, Archaeology, Environment, Regulatory/Permit, Procurement, Safety, and Construction, and ensuring project progress and updates are communicated through periodic reports as required.
• The candidate will be responsible for communicating professionally and effectively, both verbally and in writing, with clients, forest industry stakeholders, utilities, contractors, private landowners, First Nations, members of the public, and representatives at various levels of government.

Job Requirements

• The candidate must be a Registered Professional Forester (RPF) in good standing with the Association of BC Forest Professionals.
• The candidate who is eligible for professional registration in British Columbia as a Registered Professional Forester (RPF) may also be considered.
• The candidate must have a minimum of eight (8) years of related industrial forestry experience with an emphasis on forest management, forest operations, forest planning, stakeholder engagement, timber harvesting, and road construction and planning, or a minimum of five (5) years of experience in forest operations supporting multidisciplinary construction or capital projects.
• The candidate must have knowledge of the legislation and regulations governing forest practices, environmental and water resources, cultural and heritage resources, utilities in British Columbia, and environmental certification commitments.
• The candidate must be able to manage competing priorities, adapt to changing requirements, and consistently deliver high-quality work in a multidisciplinary environment.
• The candidate must be proficient in Microsoft Office Suite applications and Adobe software.
• The candidate must hold a valid BC Driver’s License.
