Job summary

Municipal Property Assessment Corporation (MPAC) is seeking an Employee Relations & Labour Relations Consultant to advise on labour relations, investigations and policy interpretation across Ontario. You will partner with union representatives, managers and employees to resolve complex workplace issues and support a respectful, high-performing environment.

Qualifications

  • 5 years of HR experience with 3 years in employee and labour relations within public sector or large unionized organizations.
  • Strong knowledge of employment legislation, collective agreements and labour relations frameworks.
  • Ability to handle sensitive information with discretion and maintain confidentiality.
  • Excellent written and verbal communication skills with unions, employees and management.
  • Conflict resolution, mediation and negotiation skills.
  • Organizational, analytical and problem-solving abilities.
  • Self-motivated, proactive and able to work in a high performing environment.
  • Willingness to travel occasionally to head office and field offices across Ontario.

Responsibilities

  • Develop and administer the grievance management process, including mediation, arbitration procedures and settlements.
  • Lead investigations of employee misconduct and guidance on corrective actions.
  • Advise managers on implementation and interpretation of ER policies, legislation and collective agreements.
  • Facilitate mediation sessions to resolve workplace conflicts and build positive relationships.
  • Collaborate with union representatives and participate in union-management committee meetings.
  • Support collective bargaining preparation and negotiations with senior management.
  • Develop and maintain policies and documentation for ER, health and safety and WSIB matters.
  • Implement and oversee health and safety programs, including Joint Health & Safety Committees and ergonomics.
  • Provide backup support for leave management and disability claims processes.
  • Monitor compliance with labour laws, regulations and agreements and implement corrective actions.
  • Provide guidance on accommodations and return-to-work plans.
  • Track metrics and analyze trends to inform policy improvements.
  • Undertake other duties as assigned.

You have:
  • Post-secondary education in Industrial Relations, Human Resources, Business Administration, or related field, or an equivalent combination of education, training and experience
  • 5 years of experience in human resources, with 3 years specializing in employee and labour relations role within a broader public sector agency and/or medium to large sized private or public corporation with unionized workforces
  • Strong knowledge of employment legislation, collective agreements, and labour relations frameworks
  • Proven ability to handle sensitive information with discretion and maintain confidentiality
  • Excellent written and verbal communication skills, including the ability to interact effectively with union representatives, employees, and management
  • Conflict resolution, mediation, and negotiation skills
  • Demonstrated organizational, analytical, and problem-solving skills
  • Self-motivated, proactive, flexible and able to work in a high performing work environment
  • Willingness to travel occasionally to head office and field offices across Ontario as needed
What you will do:

  • Provide guidance on workplace accommodations and return-to-work plans
  • Track metrics, analyze trends, and provide insights to inform policy improvements and proactive strategies
  • Undertake other duties as assigned
