Job summary

Commissionaires is seeking an Employee and Labour Relations Advisor in Ottawa. You will guide managers and staff through complex workplace matters with professionalism and sound judgment.

You will help ensure policies, collective agreements, and legislation are applied consistently and fairly across the organization, supporting investigations, grievances, and bargaining documentation.

Qualifications

  • Minimum 3 years of progressive HR experience, with a focus on employee and labour relations
  • Knowledge of employment and labour legislation (e.g., ESA, Human Rights Code, WSIB)
  • Experience in policy interpretation, case management, and providing HR advice
  • Secret level Security Clearance (or eligibility to obtain)

Responsibilities

  • Advise managers and employees on HR policies, collective agreements, and employment legislation
  • Support performance management and disciplinary actions to ensure decisions are fair and compliant
  • Lead and support workplace investigations (harassment, violence, or sensitive cases)
  • Assist in the preparation of grievances, arbitration files, and bargaining documentation
  • Collaborate with union representatives to resolve issues and maintain constructive relationships
  • Coordinate medical accommodations, return-to-work, and attendance management processes
  • Respond to inquiries from HR and labour agencies
  • Maintain case documentation and support HR process improvements
  • Demonstrate sound judgment, discretion, and tact in sensitive HR matters
  • Apply investigations, conflict resolution, and labour relations practices in unionized and non-unionized environments

Starting Salary:$76,000/year

What you will be doing…

We’re looking for an Employee and Labour Relations Advisor to guide managers and employees through complex workplace matters with professionalism, empathy, and sound judgment.

As a key member of our Employee and Labour Relations (ERLR) team, you’ll help ensure that our policies, collective agreements, and legislation are applied consistently and fairly across the organization.

What You’ll Do
  • Advise managers and employees on HR policies, collective agreements, and employment legislation (ESA, Human Rights Code, WSIB / CSPAAT)
  • Support performance management and disciplinary actions to ensure decisions are fair, consistent, and compliant
  • Lead and support workplace investigations (harassment, sexual harassment, violence, or other sensitive cases)
  • Assist in the preparation of grievances, arbitration files, and bargaining documentation
  • Collaborate with union representatives to resolve issues early and maintain constructive relationships
  • Coordinate medical accommodations, return-to-work, and attendance management processes
  • Respond to inquiries from the Human Rights Tribunal, Ministry of Labour, and other agencies
  • Maintain case documentation, prepare reports, and support process improvements within the HR department
  • You bring sound judgment, discretion, and tact to sensitive HR and employee relations matters
  • You’re skilled in investigations, conflict resolution, and labour relations in unionized and non-unionized environments
  • You have excellent communication and interpersonal skills in English
  • You enjoy helping leaders and employees navigate challenging conversations and build better workplaces
Your must-haves:
  • Bilingualism (French/English) is preferred
  • Post-secondary education in Human Resources or a related field is preferred; a combination of education and relevant experience will also be considered
  • CHRP/CRHA designation is preferred
