Job summary

Toronto Community Housing is seeking an Employee and Labour Relations Consultant to provide coaching and strategic advice to managers across a unionized environment, interpreting collective agreements and employment legislation to support service delivery.

You will partner with People and Culture teams, handle workforce planning, investigations, accommodations, and participate in labour relations activities including negotiations and grievance processes, in a hybrid work setup.

Qualifications

  • Post-secondary education in Human Resources, labour relations, public administration or another relevant field.
  • 5 years progressive experience in Human Resources and Labour Relations in a unionized setting.
  • Knowledge of HR practices, contractual obligations, collective agreements and employment legislation.

Responsibilities

  • Provides coaching, consulting and strategic advice to managers in HR and labour relations.
  • Participates in re-organization phases and supports management decisions.

Hybrid Job:

This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to worksome days at a TCHC work location and the rest of the time from home. The Employee andLabourRelations Consultant provides a range of coaching, strategic advice and administrative support functions and participates in the provision of a wide range of services in the areas oflabourand employee relations, interpretation of various collective agreements, employment andlabourlegislation, Toronto Community Housing policies and procedures to an assigned client portfolio(s).

Whatyou’lldo

Provides advice/assistance/guidance to managers in an assigned client portfolio(s):

  • Provides a range of coaching, consulting and strategic advice to clients in the areas of human rights, labour and employee relations, interpretation of collective agreements, employment and labour legislation, policies and procedures
  • Provides advice/assistance/guidance to managers and consultants in all phases of re-organization
  • Works closely with people and culture personnel to communicate pertinent information and documents
  • Responsible for the timely and effective delivery of people and culture services including but not limited to consultation and advice in all disciplinary and non-disciplinary matters, investigations, complaints, collective agreement interpretation and workplace accommodations, etc. to clients to ensure business objectives are met
  • Provides guidance to people leaders and assist with formal accommodation plans for workplace accommodations
  • Assists in developing, organizing and leading various labour relations, collective agreement interpretation, and workforce planning workshops, guidelines, policies and procedures

Works closely with the various bargaining unions to sustain positive employee andlabourrelations:

  • Provides assistance in the grievance process including but not limited to grievance tracking, scheduling, investigating, attend and lead Step 2 and 3 grievance hearings, preparation of written responses and settlement agreements
  • Responsible for gathering documentation in preparation for and or attending mediations and arbitration hearings
  • Participates as a team member on negotiation teams when negotiating collective agreements with unions
  • Interprets and administers multiple collective agreements, assists in the preparation and representation for grievance hearings and conflict resolution and the promotion of a positive labour relations environment
  • Participates in labour management meetings and other meetings with union representative on a variety of labour relations matters

Provides work direction and leadership within thelabourrelations unit

  • Mentors, coaches andprovidesworkdirectionto Employee andLabourRelations Associates and HR Assistants andprovidesleadership and guidance to resolve complex People and Culture issues andensuresquality in service delivery.

Assistswithrecruitment relatedactivities for an assigned client portfolio:

  • Assists with recruitment activities for an assigned client portfolio including but not limited to ensuring seniority calculations are performedin accordance withthe collective agreement,participatingand providing input at various stages in the recruitment process to ensure compliance with the collective agreement.
  • Develops employment equity hiring strategies for client groups.
  • Participates, implements and supports key initiatives as outlined in the labour relations strategy for heavily unionized portfolios
Whatyou’llneed

  • 5 (five) years of progressive experience in Human Resources andLabourRelations in a unionized setting, preferable in the broader public sector or social service sector
  • Demonstrated knowledge of humanresourceandlabourrelations practices, contractual obligations, collective agreements andlabourand employment legislation,i.e.Employment Standards Act,LabourRelations Act, Human Rights Code, etc.
  • Proficient in the use of Microsoft Word/Excel
  • Experience in a unionized setting isrequired;preferably in the broader public sector or social service sector.
  • Experience providing advice,assistance, and guidance to managers and consultants in all phases of re-organization.
  • Knowledge of human resource practices, contractual obligations, collectiveagreementsand employment legislation,i.e.Employment Standards Act,LabourRelations Act, Human Rights Code, etc.
  • Experience developing and preparing correspondence and reports.
  • Experience using a variety of software products including Microsoft Word and Excel.
