Métis Nation Saskatchewan seeks an ELCC Manager to lead and oversee Early Learning and Child Care programs across Saskatchewan. Qualifications

  • ECE Level III certification, diploma, or degree in a related field.
  • Minimum five years of progressively responsible experience in early learning, childcare, education, community programming, or related area.
  • Minimum two years of supervisory or management experience.
  • Experience managing budgets, projects, contracts, and reporting requirements is an asset.
  • Equivalent combination of education, training, and experience may be considered.

SALARY RANGE: Starting at $79,591.00 Per Annum
POSITION TYPE: Permanent, Full-time
ACCOUNTABLE TO: Director of Early Learning and Sports
NUMBER OF POSITIONS: 3
Brief Overview:

Under the direction of the Director of Early Learning and Sports, the ELCC Manager provides leadership, strategic oversight, and operational support for Métis Nation-Saskatchewan's Early Learning and Child Care (ELCC) programs and initiatives. The position is responsible for the planning, implementation, management, and evaluation of ELCC programs and projects that support Métis citizens across Saskatchewan.

The ELCC Manager leads and supervises program employees, supports program development and continuous improvement, oversees reporting and budgeting processes, and fosters strong relationships with internal and external stakeholders to advance the goals and priorities of the Early Learning and Sports Ministry.

Key Responsibilities:
Leadership and Program Management
  • Provide leadership, direction, coaching, and supervision to ELCC employees to support effective program delivery and achievement of ministry objectives.
  • Establish team priorities, monitor performance, and ensure alignment with strategic goals and organizational values.

Program Development and Evaluation
  • Lead and participate in the planning, implementation, monitoring, and evaluation of ELCC programs and initiatives.
  • Identify opportunities for new programming and contribute to the design and development of innovative ELCC projects and services.
  • Monitor program outcomes and recommend improvements to enhance service delivery and program effectiveness.
  • Support continuous quality improvement through data-informed decision-making
Financial and Administrative Oversight
  • Develop, maintain, and monitor program budgets, financial tracking systems, and expenditures.
  • Prepare and submit financial reports, project reports, and funding-related documentation in accordance with organizational and funder requirements.
  • Ensure program activities and expenditures align with approved budgets and funding agreements.
Policy, Reporting, and Stakeholder Engagement
  • Develop and maintain policies, procedures, and operational practices that support effective program delivery and compliance requirements.
  • Oversee and enhance data collection, reporting, and information management processes.
  • Prepare and deliver presentations, reports, and updates to internal and external stakeholders.
  • Build and maintain positive working relationships with community partners, government agencies, funding organizations, and other stakeholders.
  • Perform other related duties and responsibilities as assigned by the Director of Early Learning and Sports.
Knowledge and Skills:
  • Knowledge and understanding of Métis culture, history, traditions, and values.
  • Commitment to advancing the priorities and interests of Métis citizens and communities.
  • Strong leadership and team management skills.
  • Knowledge of Early Learning and Child Care programs, services, policies, and best practices.
  • Excellent verbal, written, and interpersonal communication skills.

  • Experience in project planning, implementation, monitoring, and evaluation.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Ability to manage multiple priorities and meet deadlines in a dynamic environment.
Qualifications:
  • ECE Level III certification, diploma, or degree in Early Childhood Education, Education, Human Services, Indigenous Studies, Public Administration, Business Administration, or a related field.
  • Minimum five years of progressively responsible experience in early learning, childcare, education, community programming, or a related area.
  • Minimum two years of supervisory or management experience.
  • Experience managing budgets, projects, contracts, and reporting requirements is considered an asset.
  • An equivalent combination of education, training, and experience may be considered.
Additional requirements:
  • Successful completion of a Criminal Record Check, including a Vulnerable Sector Check prior to an offer of employment.
  • Valid Saskatchewan Class 5 driver's license and access to reliable transportation.
  • Ability to travel within Saskatchewan as required.
