Position Summary
**Note: Please note this is a temporary position covering full-time hours for up to 15 months**
Reporting to the Manager, Transportation Policy & Programs, the Senior Planner - Transportation leads the development of transportation plans and provides technical expertise for the department on transportation planning matters.
Key Duties & Responsibilities
Review and update plans and strategies including the Transportation Master Plan to ensure policies, infrastructure planning and programs are aligned with city-wide policies and priorities, planned growth, and industry regulatory requirements, standards, guidelines, and best practices
Lead, administer and/or support transportation planning projects including secondary plans, environmental assessments, transportation design guidelines, feasibility studies, conceptual design, transit service development, and preliminary designs of municipal road and active transportation infrastructure
Lead and/or support the development of long-term transportation and transit plans at a corridor and city-wide level, supporting the City’s transportation policy goals and growth initiatives
Develop recommendations and prepare staff reports to Committees and City Council to introduce new transportation policies or programs, or provide updates on existing initiatives
Conduct public engagement with residents, neighbourhood groups, advocacy groups, and other stakeholders regarding new or changing transportation programs or policies and initiatives
Prepare study outlines, arrange for expressions of interest and proposal calls, recommend consultant selection, act as the primary contact for the City, and provide project oversight of third-party consultants and the completion of project deliverables
Provide support to project managers of other relevant transportation and transit-related studies, including coordinating stakeholder meetings (internal and external), supporting public engagement efforts, and providing quality assessment/quality control on consultant deliverables
Acts as a technical resource to other departments and develop collaborative partnerships
Ensures compliance with all applicable federal and provincial regulations/legislation and City by-laws
Adhere to the City of Kingston’s policies and code of conduct
Perform other related duties as assigned
Qualifications, Competencies
4-year university degree in Planning, Geography, Civil Engineering, or Urban Studies or equivalent
Master’s degree preferred
Minimum 5 years of recent and relevant experience in transportation planning, preferably in a municipal setting
Membership in or eligibility for full membership in the Ontario Professional Planners Institute (OPPI)
Demonstrated experience in organizing and facilitating public engagement
Demonstrated knowledge of transit, cycling and/or pedestrian infrastructure planning and design practices

Must have excellent communication, negotiation and conflict-resolution skills with the ability to influence others
Strong, effective customer service and interpersonal skills

Advanced computer skills including MS Office
Strong time and project management skills with the ability to multi-task
Strong problem-solving skills with the ability to gather and interpret information
Excellent decision-making skills with the ability to find an optimal balance of technical, operational and streetscaping needs as it relates to transportation planning
Experience with development application review processes including but not limited to interpreting the Planning Act, Provincial Policy Statement, Official Plans, Zoning Bylaws and engineering plans.
Must demonstrate extensive knowledge of transportation planning principles, concepts, practices, methods, and applicable legislation
Must have an excellent understanding of the relationship between transportation planning and implementation requirements
Effective interpersonal skills with the ability to communicate verbally, often involving public presentations, and in writing to all levels of the organization, with elected officials, the media, and the public
Ability to work with traffic analysis software such as VISUM and Synchro is an asset
Must possess and maintain a valid class “G” driver’s license
Must obtain and maintain a satisfactory criminal record check
