We are seeking a dynamic and innovative Talent Management Consultant for our Performance, Engagement & Recognition Unit to join our evolving Organizational Development Section in the People and Equity (HR) Division.

Reporting to the Manager of Performance, Engagement and Recognition the Talent Management Consultant will play a vital role in uplifting the City’s Organizational Development (OD) mandate by elevating the employee experience through effective integration of important OD programs across the entire City of Toronto organization. These programs include performance management, employee engagement and employee recognition programs.

What will you do?

Reporting to the Manager, Performance, Engagement and Recognition, you will :

  • Oversee programmatic components related to performance management, recognition, and engagement, developing, and implementing detailed plans to support this work.
  • Work with your manager to create a new development planning program for all non-union employees across the City of Toronto aligned to our performance management program
  • Support the operations of our current enterprise recognition programs
  • Strategize collaboratively within the team and cross- functionally with partners and stakeholders across the organization to ensure deliverables are meaningful, timely, and impactful.
  • Support a service-oriented approach to all aspects of work ensuring initiatives and programs meet client expectations and internal People & Equity partners are set up for success.
  • Drive programmatic success through savvy planning including but not limited to the creation of communication plans, tailored leader and employee tools and resources, and elegant program rollout packages.
  • Support various projects related to the evolution and elevation of talent programs under portfolio.
  • Foster and support a strong team dynamic through your continuous learning efforts, interpersonal skills and service first approach.
  • Support the development and improvement of an effective talent management framework by working with the manager and other leaders in the Organization Development Section.
  • Collaborate effectively with colleagues in other City divisions to understand and address divisions' unique needs.
  • Collaborate closely with Relationship Management (HRBP’s) on various policies and programs to ensure programs are designed and implement in ways relevant to the organization.
  • Ensure seamless integration and alignment with the talent management framework programs with other programs across the organization, promoting and ensuring a positive and inclusive experience.
  • Develop staff throughout their talent lifecycle, providing learning programs for current and future needs of the organization to that feature soft skills learning in addition to hard skills training.
  • Collect and analyze data, develop and tracks metrics/reports on key performance indicators on programs.
  • Participate in special projects within the Organizational Development team .
  • Demonstrate an understanding of and commitment to the Toronto Public Service mission and values. Acts professionally and ethically at all times and demonstrates political impartiality.
  • Demonstrate commitment to diversity, human rights, accessibility and equity.

What do you need to succeed?

  • Ideally, the candidate will have 5 years or more in an Organizational Development capacity and/or experience deemed equivalent in other areas of HR including as an HRBP.
  • Post-secondary education in a relevant discipline (Human Resources, Business Administration, Commerce) or an equivalent combination of education and experience in a Human Resources field.
  • Extensive experience supporting talent management and organizational development programs
  • Extensive experience leading, motivating and developing a team of staff, supporting and promoting an inclusive workplace culture.
  • Experience using engagement survey tools to identify areas of focus. Ability to manage multiple projects and timelines
