Intent of the process
The intent of this process is to fill the following positions :
One (1) English Essential, GL-COI-10 Construction Maintenance Contract Inspector in Kingston, Ontario
One (1) English Essential, GL-COI-10 B3 Contracts Officer in Kingston, Ontario
Two (2) English Essential, GL-COI-10 Construction Maintenance Contract Inspectors in Borden, Ontario
A pool of qualified candidates may also be established and used to staff similar positions with various tenures, language profiles and security requirements within the Department of National Defence.
Positions require candidates to work on-site five (5) days per week (40 hours per week)

EDUCATION
All Streams :
A secondary school diploma or employer-approved alternatives (see Note 1).
Notes :
1. The employer-approved alternatives to a secondary school diploma are :
o A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
o An acceptable combination of education, training and / or experience.
OCCUPATIONAL CERTIFICATION
Stream 1 : Construction Maintenance Contract Inspector (GL-COI-10) :
OC1. Red seal certification in a construction trade or acceptable at time of application a military DP2 (e.g. QL5) equivalent qualification in one or more of the following trades : Construction Technician, Electrical Distribution Technician, Plumbing & Heating Technician, Water Fuel and Environment Technician, Electrical Generating Systems Technician, Refrigeration and Mechanical Technician.
Stream 2 : Contracts Officer (GL-COI-10 B3) :
OC1. Red seal certification in a construction trade or acceptable at time of application a military DP3A (e.g. QL6A) equivalent qualification in one or more of the following trades : Construction Technician, Electrical Distribution Technician, Plumbing & Heating Technician, Water Fuel and Environment Technician, Electrical Generating Systems Technician, Refrigeration and Mechanical Technician.
EXPERIENCE
All Streams :
Experience assessing client needs and / or making recommendations related to contract documents.
Experience inspecting contractor performance relating to applicable codes and contract deliverables.
Stream 1 : Construction Maintenance Contract Inspector (GL-COI-10) :
Experience interpreting and enforcing contract documents.
Stream 2 : Contracts Officer (GL-COI-10 B3) :
Experience verifying and enforcing contracts.
Experience managing and assessing subordinates.
Experience developing Scope of Work and Estimates for low risk projects.

Contract Inspector :
AOC1. Acceptable at time of application a military DP3B (e.g. QL6B) equivalent qualification as a
Construction Engineering Superintendent (CE Supt).
AEX1. Experience working in a multi-disciplinary construction environment.
AEX2. Experience working in a Defence (DND) environment and / or directly with DND infrastructure projects.
AEX3. Experience using Microsoft Project and Office Software Suites.
AEX4. Experience using DRMIS.
AEX5. Experience with DND contracting procedures.
AEX6. Experience working with construction codes and procedures.
AEX7. Experience working with refrigeration and mechanical systems.
