Job summary

Goldbeck Recruiting represents a premier Mechanical and Building Services firm seeking a Senior Program Director to scale a funded utility program into a standalone administration platform. The role is based in Abbotsford, BC, with national scope across BC and Canada.

You will own program delivery, build a subcontractor network, manage budgets, and lead proposals, renewals, and performance reporting to satisfy utility procurement teams.

Qualifications

  • 7+ years in demand-side management / energy efficiency program delivery, with at least 3 years in program management, client management, or business development at a program administrator.
  • Direct experience winning or managing utility program delivery contracts; knowledge of how DSM procurements are structured, scored, and priced, and how to write and lead winning responses.
  • Working relationships within the Canadian utility DSM ecosystem (utilities, provincial efficiency agencies, and/or NRCan program circles).
  • Experience managing income-qualified / low-income residential programs (intake, eligibility verification, participant management, reporting).
  • Experience managing subcontractor or trade ally networks: recruitment, QA, training, and performance management.
  • Fluency in program economics: cost-per-participant, incentive budgets, verified savings (kWh/GJ/GHG), and EM&V fundamentals.

Responsibilities

  • Build and own the national opportunity pipeline: utility DSM procurements, provincial efficiency
  • Maintain registrations and prequalification's on portals and utility rosters, including RFEOI/RFSQ responses.
  • Lead proposal development end-to-end: bid/no-bid decisions, win themes, pricing strategy, writing, and utility presentations.
  • Leverage relationships with utilities, procurement, and program staff to generate intelligence on procurements, renewals, and incumbent vulnerabilities.
  • Develop teaming strategies with national administrators and complementary firms to accelerate entry.
  • Serve as senior relationship owner for the Utilities on existing contracts; own program performance, compliance, and reporting.
  • Productize delivery model: SOPs, intake-to-completion workflows, QA/QC protocols, and KPI reporting for bid collateral.
  • Select and implement a program management platform (intake, eligibility verification, job tracking, reporting/EM&V support).
  • Build subcontractor/trade ally network: recruitment, vetting, onboarding, training, pricing, QA of installers; scale beyond self-performing footprint.
  • Build division team (network manager, coordinators, data analyst) and own P&L, budget, and growth plan.

Job description

Our client is a full-service Mechanical and Building Services company offering residential and commercial plumbing, electrical, HVAC, utility rebate programs and additional solutions in the Fraser Valley and Lower Mainland area.

With the recently announced provincial expansion, their Programs division is positioned for significant growth and they're adding a Senior Program Director to help building it into a standalone program administration business.

The new hire will take a running, funded utility program and turn it into a scalable program

administration platform: winning new Program Delivery Agent contracts across BC and Canada, building and managing a subcontractor delivery network, and standing up the operations, technology, and reporting infrastructure that utility procurement teams score on. The Senior Program Director will have direct ownership backing an existing utility contract as their proof point, and a rare advantage most administrators lack: our client self-performs installations, so they know delivery from the inside.

The position will be based in Abbotsford, BC.

Responsibilities
Business Development
  • Build and own the national opportunity pipeline: utility DSM procurements, provincial efficiency
  • Maintain registrations and prequalification's on all relevant portals and utility supplier rosters — including RFEOI/RFSQ responses that position our client before RFPs go public.
  • Lead proposal development end-to-end: bid/no-bid decisions, win themes, pricing strategy, writing, and utility presentations.
  • Leverage existing relationships with utilities, procurement, and program staff to generate intelligence on upcoming procurements, renewals, and incumbent vulnerabilities.
  • Develop teaming strategies — prime, sub, or regional delivery partner — with national administrators and complementary firms where that accelerates entry.
Program Operations & Growth
  • Serve as senior relationship owner for the Utilities on our client’s existing contracts; own program performance, compliance, and reporting.
  • Productize our client’s delivery model: SOPs, intake-to-completion workflows, QA/QC protocols, and utility-grade KPI reporting that doubles as bid collateral.
  • Select and implement a program management technology platform (intake, eligibility verification, job tracking, reporting/EM&V support).
  • Build the subcontractor/trade ally network: recruitment, vetting, onboarding, training, pricing, and QA of third-party installers — the delivery engine for contracts beyond our client’s self-performing footprint.
  • Build the division team as volume justifies (network manager, coordinators, data analyst) and own the division P&L, budget, and growth plan.
Qualifications

Compensation
  • $100,000-150,000 depending on experience
