Job summary

COOEC Canada Company is seeking a seasoned Supply Chain Buyer with 5+ years EPC/EPCM experience to align constraints with project schedules and manage complex procurement.

You will conduct RFQs, prepare POs/contracts, expedite shipments, and coordinate with engineers and construction teams. Bilingual English and Mandarin required.

The role emphasizes vendor relations, cost control, and timely delivery to support project milestones.

Qualifications

  • Supply chain, business or engineering degree required.
  • 5+ years EPC or EPCM experience as Buyer.
  • Experience procuring complex, critical and high-value equipment/materials.
  • Expediting and logistics experience required.
  • Understand scheduling and workload prioritization.
  • Team player capable of cross-functional collaboration.
  • Bilingual English and Mandarin required.

Responsibilities

  • Provide input and incorporate supply chain constraints into the project schedule.
  • Conduct RFQ's for critical POs and contracts (long lead, high value, or high complexity).
  • Prepare commercial evaluations, POs, and contracts.
  • Interface with engineers and construction team to progress SC deliverables.
  • Protect company interests with appropriate contract provisions.
  • Administer contracts and expedite POs.
  • Review invoices for accuracy against POs and contracts and submit to funding system for payment.
  • Maintain procurement status reports for PMT and client.
  • Prepare accruals and cost forecasts with budget justification.
  • Verify deliveries meet requirements and document overages or damages.
  • Facilitate logistics, including logistics plan, inventory, manufacture, shipment, and returns.
  • Establish and maintain supplier relationships; negotiate prices and service levels.
  • Identify inefficiencies in the supply chain to improve overall effectiveness.
  • Interview vendors to stay abreast of developments and negotiate terms.
  • Develop and investigate new supply sources with SCM Manager approvals.
  • Liaise with departments to present supplier-based alternatives and design modifications.
  • Any other SCM-related scope of work as assigned.
  • Report to Project SC Lead and SCM Manager.

Bilingual proficiency in English and Mandarin is required for this position.

Responsibilities:
  • Provide input and incorporate supply chain constraints into the project schedule.
  • Conduct RFX's for critical POs and contracts (long lead, high value, or high complexity).
  • Prepare commercial evaluations, POs, and contracts.
  • Interface and collaborate with discipline engineers and construction team to progress on SC deliverables.
  • Protect interest of company with appropriate contractual provisions
  • Administer contracts and expedite POs.
  • Review invoices accuracy against POs and contracts and submission to funding system for payment.
  • Maintain procurement status report, accurate for submission to PMT and client.
  • Prepare accruals and cost forecasts and prepare justification for budget adjustments.
  • Work within site team to verify that deliveries satisfy the requirements and document any overages, shortages or damaged materials.
  • Facilitate logistics process, including the logistic plan, inventory maintenance, manufacturing, shipment, and delivery, and returns on materials.
  • Establish and maintain suppliers' relationships, including communications and negotiations with suppliers.
  • Identify inefficiencies in the supply chain to improve overall supply chain effectiveness.
  • Receive and interview vendor representatives to keep abreast of developments, negotiate prices, service, quality, or other matters.
  • In conjunction with the Supply Chain Manager, develop and investigate new sources of supply, make recommendations as to their approvals.
  • Maintain effective liaison with all departments to present alternatives offered by suppliers, modification of design, standardization of parts or material, or other matters of mutual concern.
  • Any other Supply Chain Management related scope of work, as assigned.
  • Report to Project SC Lead and SCM Manager.
Qualifications:
  • Have a Supply Chain, Business or Engineering degree.
  • 5+ years EPC or EPCM experience as Buyer.
  • Must have experience procuring complex, critical and high value equipment, and materials.
  • Experienced in expediting and logistics.
  • Must understand scheduling and workload prioritization.
  • Team player and will collaborate for the overall success of the project and the company.
  • Preferably works well with systems and savvy with MS Office suite.
  • Experienced commercial and contractual negotiator.
  • Bilingual proficiency in English and Mandarin is required for this position.
