Job summary

A leading procurement firm in Quebec is seeking a Manager for Procurement Operations to oversee high-value contract negotiations and manage procurement processes. You will lead a team, ensuring compliance with standards and driving efficiency through continuous improvement initiatives. This role requires a strong background in supply chain management, effective leadership skills, and fluency in both English and French. The ideal candidate has over 10 years of experience in strategic procurement for large-scale projects with a flexible approach to problem-solving.

Qualifications

  • Minimum 10 years of experience in strategic procurement for large-scale projects.
  • Professional certifications such as CSCP or CPSM are preferred.
  • Proficient in English and French with strong communication skills.
  • Minimum of 10 years of experience in the strategic procurement of complex goods and services within large-scale projects.
  • Professional certifications such as CSCP (Certified Supply Chain Professional) or CPSM (Certified Professional in Supply Management).
  • Experience with ERP systems, especially Oracle, is highly desirable.
  • Proven leadership, negotiation, and communication skills in international settings.
  • Knowledge of procurement in industries such as energy, aerospace, mining, oil and gas, or construction is considered an asset.
  • Proficiency in English and French. Strong English communication skills are essential for supplier engagement and internal collaboration.
  • Strong understanding of financial processes, including invoicing, milestone payments, and contract authority levels.
  • Willingness and ability to travel globally for supplier visits and project meetings.
  • Eligibility to obtain federal security clearance under Canada’s Contract Security Program.

Responsibilities

  • Lead negotiation of high-value contracts and manage supplier relationships.
  • Supervise procurement lifecycle from tendering to project closure.
  • Conduct in-depth market research to identify suppliers and analyze trends.
  • Draft, issue, and evaluate complex RFPs and tenders in compliance with corporate and regional requirements.
  • Negotiate and manage high-value material contracts and master supply agreements (MSAs) with suppliers and subcontractors.
  • Manage contract execution, monitor compliance, identify risks and opportunities, and resolve issues throughout the procurement process.
  • Handle and resolve disputes and conflicts with suppliers during procurement activities.
  • Collaborate with the Project Management, Engineering and Supply Chain Departments, as well as other stakeholders to meet project timelines and cost objectives.
  • Align with legal, commercial, and technical teams to ensure all contracts comply with internal policies and regulatory standards.
  • Monitor supplier performance and build strategic, long-term partnerships to drive delivery, quality, and innovation.
  • Conduct regular supplier performance reviews to ensure continuous improvement.
  • Conduct in-depth market research to identify potential suppliers, assess capabilities, analyze industry trends, and evaluate long-term benefits.
  • Identify process improvement opportunities and implement strategies to enhance procurement efficiency.
  • Apply Lean and continuous improvement principles to streamline procurement processes and deliver cost savings.
  • Analyze supply chain data to support decision-making and improve overall performance.
  • Ensure compliance with local and international industry standards and regulations.
  • Maintain accurate and comprehensive records of procurement activities, contracts, and supplier information.
  • Generate regular reports on procurement performance and key indicators for management.

Overview

As Manager, Procurement Operations, you will lead the negotiation of high-value contracts and master supply agreements, ensuring timely progress reporting and proactive management of project timelines. You will identify and escalate issues promptly and present effective solutions to overcome constraints. In this role, you will work closely with program teams as well as the Engineering, Production, Project Management, Legal, and Commercial Departments to ensure the seamless delivery of goods, equipment, and services. You will also play a pivotal role in supplier selection, contract negotiations, and driving process improvements throughout the procurement cycle.

More specifically, you will;

  • Lead, coach, and develop the procurement operations team, fostering collaboration, accountability, and a culture of excellence.
  • Provide guidance and training to strengthen team members’ skills and knowledge.
