Job summary

The Building Operations and Maintenance Advisor role in Edmonton provides leadership for planning, development, and implementation of Operational and Maintenance (OM) programs across government facilities. You will ensure safe, reliable operations, optimize asset life, and reduce costs while aligning with provincial standards.

Reporting to the Building Support Manager, you will develop standards and strategies, supervise training, and advance enterprise CMMS and data reporting.

Qualifications

  • Two-year technical diploma in Engineering.
  • Seven (7) years of progressively responsible related experience.
  • Equivalency: Related experience or education may be considered as an equivalency on a one-for-one basis.

Responsibilities

  • Acting as the Properties Branch subject matter expert for building operations, maintenance management, asset reliability, and building system performance across Government-owned facilities.
  • Developing, implementing, and continuously improving enterprise-wide operational and maintenance standards, programs, procedures, and performance measures.
  • Leading the development of preventative maintenance strategies, maintenance task libraries, and lifecycle management practices to maximize asset reliability and service life.
  • Monitoring and analyzing asset performance, operational data, maintenance metrics, and emerging industry trends to identify improvement opportunities and inform strategic decision-making.
  • Providing senior technical advice and recommendations to Properties Branch leadership, Property Managers, facility operators, and project teams.
  • Establishing governance processes and compliance frameworks to ensure operational programs align with applicable legislation, codes, standards, and industry best practices.
  • Producing technical specifications, scopes of work, and procurement documents supporting maintenance service contracts and operational initiatives.
  • Auditing facilities and maintenance programs to ensure consistency, effectiveness, and compliance with provincial standards.
  • Leading training, workshops, and knowledge-transfer initiatives to enhance the technical competency of facility operators and maintenance personnel.
  • Leading the continuous improvement and optimization of CMMS, digital maintenance tools, and reporting platforms.
  • Developing enterprise reporting and performance dashboards that support informed asset management and investment decisions.
  • Building collaborative relationships with internal and external stakeholders to advance operational excellence and asset stewardship across the Government of Alberta portfolio.

Alberta Infrastructure is responsible for delivering about one quarter of the Alberta government’s Capital Plan, which addresses the provincial infrastructure needs of Alberta’s population that support key social programs and services and economic development.

Properties’ Programs & Integration Unit is the primary point of contact and resource, for the regional offices within the Properties Branch, for business, technical, systems, and process expertise, with the goal of facilitating uniformity, continuous improvement, and innovation in relation to property management practices. Programs & Integration is accountable for knowledge management and consistency relating

to Properties business, accommodations, major maintenance, facilities management, and project delivery processes, as well as for providing associated training, and identifying and promoting the application of best practices.

The Building Operations and Maintenance Advisor is a key resource within the Building Support Team, reporting to the Building Support Manager. This position is responsible for the planning, development, and implementation of Operational and Maintenance (OM) Programs in all Government owned and operated facilities province-wide. The purpose of the program is to:
1. Operate building systems as per the design intent to maintain a safe, comfortable, and productive environment.
2. Maximize reliability and useful life of equipment and systems.
3. Minimize energy and operating costs.
4. Forecast preventive maintenance resource requirements (cost and manpower)

The primary responsibilities for the Building Operations and Maintenance Advisor include, but are not limited to:

  • Two-year technical diploma in Engineering
  • PLUS Seven (7) years of progressively responsible related experience

Assets:

  • Experience and training in asset management and maintenance management fields
  • Must have in-depth knowledge of building mechanical and electrical systems
  • In-depth knowledge of building related codes, standards, and regulations
  • Supervisory experience in building operations and maintenance programs
  • Experience with Computerized Maintenance Management Systems and building system testing and diagnostic processes
  • Experience with Microsoft Power Platform and SharePoint
Notes

These positions are 2 Permanent full-time roles with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
