Job summary

Government of Manitoba is seeking an Assistant Deputy Minister, Public Health, on a regular/full-time basis. The ADM will lead the division, provide strategic advice to the Deputy Minister, and advance public health outcomes across Manitoba through cross-department collaboration.

The role requires extensive leadership, policy development, and financial oversight to deliver results while engaging Indigenous organizations and health authorities. Extensive travel within the province may be required.

Introduction

The Department of Health, Seniors and Long-Term Care is looking to fill the position of Assistant Deputy Minister, Public Health on a regular/full-time basis.

Duties:

As a member of the department’s executive management team, the Assistant Deputy Minister (ADM) is responsible to lead and manage the division, provide advice and support to the Deputy Minister, and contribute to achieving the corporate goals of government through cross-department initiatives. The ADM is accountable for strategic leadership using a population and public health approach to improve the health and wellness of Manitoba’s population.

The ADM provides oversight to the department, community health and health system to advance health outcomes, system improvements, monitoring, permitting, compliance and enforcement as they relate to the core functions of public health. The ADM provides leadership, strategic advice and policy development to the department on federal, inter-provincial and municipal inter-jurisdictional public health issues. The ADM leads and promotes relationship building, collaboration and engagement with the Chief Provincial Public Health Officer, key stakeholders such as Indigenous organizations, Northern communities and Health Authorities. This position maintains responsibilities for government’s three provincial nursing stations, communicable disease prevention programs, public health nursing practice, public health inspections, and tobacco enforcement.

Qualifications:

• Post-secondary education in public administration, social sciences, health administration, or business administration. An acceptable equivalent combination of education, training and experience may be considered
• Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop and build organizational capacity for the future
• Senior management experience with responsibility for significant human and financial resources, and experience translating strategic priorities into clear operational and business plans and delivering results
• Strong verbal and written communication skills with experience managing complex, high-level internal and external stakeholder relationships
• Excellent political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues
• Demonstrated ability to deal with ambiguity, leverage opportunities for innovation, find creative solutions to issues, and successfully lead and manage change
• Demonstrated resilience and the ability to respond to challenges in a professional, inclusive and constructive manner
• Strong financial acumen with experience in budgeting and financial management.
• Experience providing leadership and direction in the design and implementation of legislation, policies and programs
• Experience building relationships with Indigenous people and implementing the principles of reconciliation
• Understanding of the organization and administration of the Manitoba health care system, is considered an asset
