Detailed Overview

Manages the safe daily operation of the Energy Centre and all associated mechanical utilities and emergency electrical services supplying the Royal Columbian Hospital site. Provides technical direction and leadership to staff and others working in connection with the operation, maintenance, service and repair of the Energy Centre and all mechanical building systems. Performs administrative duties associated with the safe operation, budget preparation, formulation of department policies and procedures; reviews safe work procedures and progressive training programs associated with the Energy Centre. Responsible for planning, scheduling and implementing preventative maintenance programs. Performs skilled hands‑on engineering duties as required. Facilitates the resolution of work problems by using recognized methodologies and liaising with users, staff and contractors.

Responsibilities
  • Supervise Power Engineers and other designated staff, including scheduling, coordination of work assignments, leadership, performance input, conflict resolution, discipline documentation, and training/training needs.
  • Provide work direction, guidance/technical advice and leadership to Power Engineers; monitor work to ensure completion and compliance with applicable codes, standards, regulations, policies and procedures.
  • Schedule and coordinate multi‑trade work activities, service outages for emergency repairs, equipment preventative maintenance and modification work.
  • Plan, coordinate and control a variety of maintenance and construction activities, including reviewing work requests, estimating labour and material costs, scheduling project work, and planning anticipated upgrades.
  • Oversee and update standards, procedures and training manuals; write training protocols and drafts for approval to ensure safety practices and safe work procedures are followed.
  • Supervise the work of outside contractors, coordinate and inspect work to ensure adherence to specifications and facility requirements; monitor expenditures and make budget recommendations.
  • Operate thermal generation equipment and distribution systems such as steam boilers, hot water heating boilers, expansion fluid, ventilation and air‑conditioning systems; start up and shut down equipment, alter operating parameters, monitor and record meter and gauge readings.
  • Establish and monitor preventative maintenance programmes for mechanical and electrical systems using computerized tools, ensuring completion pursuant to established codes/standards.
  • Maintain an inventory of supplies, equipment and tools; complete reports, evaluate/recommend purchases, requisition supplies and equipment, and monitor expenditures for assigned area.
  • Coach team members, clarify role requirements, discuss progress, facilitate goal setting, and provide feedback and performance information to the Manager/Chief.
  • Monitor and adjust chemical treatment systems; perform preventative and demand maintenance on boilers, heating, expansion fluids, air‑conditioning systems, and related equipment.
  • Test and maintain auxiliary power generators; perform tests on boiler systems such as combustion analysis, water treatment and steam efficiency analysis; maintain, repair, replace and extend steam piping systems.
  • Answer service and emergency calls for utility and mechanical systems, reset systems, assess and perform required repairs, and contact appropriate persons according to established procedures.
  • Perform skilled hands‑on engineering duties as required.
  • Perform other related duties as assigned.
