Detailed Overview

Manages the safe daily operation of the Energy Centre and all associated mechanical utilities and emergency electrical services supplying the Royal Columbian Hospital site. Provides technical direction and leadership to staff and others working in connection with the operation, maintenance, service and repair of the Energy Centre and all mechanical building systems. Performs administrative duties associated with the safe operation, budget preparation, formulation of department policies and procedures; reviews safe work procedures and progressive training programs associated with the Energy Centre. Responsible for planning, scheduling and implementing preventative maintenance programs. Performs skilled hands‑on engineering duties as required. Facilitates the resolution of work problems by using recognized methodologies and liaising with users, staff and contractors.

Responsibilities
  1. Supervises Power Engineers and other staff, scheduling work assignments, providing leadership, documenting discipline issues, and determining training needs.
  2. Provides work direction, technical advice and oversight to ensure compliance with codes, standards and policies.
  3. Schedules and coordinates multi‑trade work activities, service outages for emergency repairs, equipment preventive maintenance, and modification work. Coordinates and supervises all equipment and process shutdowns, lockouts and startups.
  4. Plans and controls maintenance and construction activities, reviewing work requests, estimating labour and material costs, and scheduling projects.
  5. Updates standards, procedures and training manuals, writes protocols and drafts procedures for approval.
  6. Supervises work of outside contractors, coordinates inspections, monitors expenditures, and recommends budget adjustments.
  7. Operates thermal generation equipment and distribution systems, starting up and shutting down mechanical equipment and electronic control systems, and records meter and gauge readings.
  8. Establishes and monitors preventive maintenance programs using computerized tools and schedules.
  9. Maintains inventory of supplies, equipment and tools, completes reports, evaluates and recommends purchases.
  10. Coaches team members on roles, progress and goals; provides feedback to the Manager.
  11. Monitors and adjusts chemical treatment systems; performs preventive and demand maintenance on boilers and related systems.
  12. Tests and maintains auxiliary power generators and performs tests on boiler systems, such as combustion analysis, water treatment and steam efficiency analysis.
  13. Answers service and emergency calls for utility and mechanical systems, resets systems, assesses and performs required repairs.
  14. Performs skilled hands‑on engineering duties as required.
  15. Performs other related duties as assigned.
Qualifications
  • Education and Experience: Certificate of competency as a 2nd Class Power Engineer recognized by the Province of BC; six (6) years’ recent related experience, including one (1) year in a supervisory position or equivalent.
  • Skills and Abilities:
    • Communicate effectively, verbally and in writing.
    • Deal with others effectively.
    • Read and interpret blueprints, drawings and specifications.
