Job summary

The House of Commons Administration is seeking an Advisor, HR Planning within its Human Resources Services for a term through 2026-2027. You will lead research, analysis and planning activities to support HRS priorities and long-term objectives.

Reporting to the Deputy Director, you will assess interdependencies between initiatives, identify risks, and prepare action plans and recommendations to strengthen human resources planning and effectiveness. Bilingualism is required.

Qualifications

  • Post-secondary degree in business administration or human resource management or related field, or an equivalent combination of education, training and related experience.
  • Knowledge of business planning processes.
  • Experience developing communications, reports, presentations, and briefing materials for diverse audiences, including senior stakeholders.
  • Experience building effective relationships with managers, directors and stakeholders to influence outcomes.
  • Experience coordinating projects that involve interdependencies and stakeholder input.
  • Experience planning and leading employee engagement activities and consultations.

Job Description

The House of Commons’ Human Resources Services is currently looking to staff the Advisor, HR Planning position for a term opportunity through the end of the 2026-2027 fiscal year.

This professional development opportunity is restricted to employees of Human Resources Services.

Reporting to the Deputy Director, HRS Strategy Planning and Execution, you will provide strategic expertise to advance HRS business priorities and strengthen human resources planning. In this role, you will lead research, analysis and planning activities that support HRS priorities, engagement plan and long-term objectives. You will assess the interdependencies between HRS initiatives and House of Commons priorities, identify risks and opportunities, and contribute to the development of action plans and recommendations that support Human Resources Services effectiveness.

Qualifications

Education:

  • Post-secondary degree in business administration or human resource management or related field, or an equivalent combination of education, training and related experience;
  • Knowledge of business planning processes.

Experiences:

  • Experience developing communications, reports, presentations, and briefing materials for diverse audiences, including senior stakeholders, by synthesizing information from multiple sources into clear, concise, and relevant information;
  • Experience building effective relationships with managers, directors, and stakeholders to provide advice, influence outcomes, and support the successful delivery of organizational initiatives, while ensuring diverse perspectives and operational requirements are considered;
  • Experience coordinating projects or processes that involve identifying interdependencies, facilitating information sharing, coordinating stakeholder input, and aligning activities and initiatives;
  • Experience planning and leading employee engagement activities, including consultations, surveys, and feedback sessions to understand employee priorities and support continuous improvement;
  • Experience working in a complex organization, preferably in a human resources or corporate services environment.

Assets:

Experience facilitating or presenting at stakeholder engagement sessions, workshops, town halls, or other large-group events.
