Job summary

CMHC in Ottawa, Calgary, Halifax, Montreal, Toronto and Vancouver is seeking a Bilingual HR Specialist, Labour Relations in a Hybrid, temporary full-time role. You will provide expert advice and coaching to employees, leaders and HR Partners to resolve human relations matters and implement employee relations policies.

You will promote fair treatment, ensure compliance with laws and CMHC policies, and support collective bargaining activities during a 12-month assignment.

Qualifications

  • Undergraduate degree in HR, business administration, industrial relations or related field.
  • Minimum five years of HR and employee relations experience.
  • Extensive knowledge of HR policies, practices, theories and systems.
  • Working knowledge of federal employment law and regulatory issues.
  • Experience in facilitation, mediation and conflict resolution; strong negotiation and coaching skills.
  • Demonstrated advanced written and oral communication in both official languages (French & English).
  • Proficiency with MS Office and case management systems.

Responsibilities

  • Ensure compliance with HR and Employee Relations policies and programs.
  • Advise, analyze and coach leaders and employees on resolution of complaints and grievances.
  • Act as subject matter expert on complex HR and employee relations issues.
  • Develop and deliver communications, training and materials for staff and leaders.
  • Conduct fact finding and investigations and prepare findings reports.
  • Receive and process notices of workplace harassment or misconduct.
  • Prepare analyses and responses to complaints filed with authorities or unions.
  • Support the collective bargaining process and new agreements.

About the role

Join the People and Culture Team, in the Bilingual HR Specialist, Labour Relations position. In this role, you will provide expert advice, coaching and guidance to employees, people leaders and HR Business Partners to resolve human relations and work-related situations. You will plan, develop, implement and advise on Employee Relations policies, programs and services, as well as ensure compliance with CMHC's Code of Ethics and Business Conduct and Conflict of Interest Policy. You will also promote and ensure fair and equitable treatment of all employees and a productive work environment, consistent with CMHC values.

This is a temporary position with a duration of 12 months.

What you will do:

  • Ensure compliance with legislative requirements on all existing and new Human Resources and Employee Relations policies and programs.
  • Research, advise, analyze and coach people leaders, HR colleagues and employees regarding resolution of complaints and/or grievances and the implementation of appropriate corrective action, acting as a facilitator or mediator in discussions designed to address interpersonal or work-related conflicts.
  • Act as subject matter expert and point of escalation on complex human resources management and employee relations issues.
  • Develop and deliver communications, training and educational materials and sessions to ensure all staff and people leaders are aware of appropriate employee relations issues, programs, policies and services.
  • Conduct fact finding and/or investigations into events surrounding workplace issues or complaints, as well as prepare reports of findings and recommend remedial actions.
  • Receive and process notices of occurrences of workplace harassment and violence or other misconduct.
  • Research, analyze and prepare comprehensive analyses, briefings and/or responses to complaints filed with the Canadian Human Rights Commission, unions (i.e., grievances).
  • Support the collective bargaining process and negotiations, including the implementation of new collective agreements.

What you should have:

  • An undergraduate degree, preferably in human resources management, business administration, industrial relations or other related fields.
  • A minimum of five (5) years’ experience and understanding in human resources management and employee relations policies, practices, theories, concepts and systems. An equivalent combination of education and experience will be considered.
  • Extensive knowledge and understanding of human resources management and employee relations policies, practices, theories, concepts, and systems.
  • A working knowledge and understanding of federal employment law and regulations, relevant legislative issues, industry trends and practices.
  • An experience in facilitation, mediation and conflict resolution with excellent consulting and interpersonal skills; (strong negotiation, influencing and coaching skills).
  • Demonstrated advanced written and oral communication skills in both official languages (French and English).
  • A demonstrated ability to work in an automated environment, with particular emphasis on MS Suite and case management systems.
