Job summary

KONTOURZ PTE. LTD. seeks an experienced M&E Manager to lead and supervise a multidisciplinary team responsible for the operation, maintenance and performance of building M&E systems.

You will drive preventive and corrective maintenance, coordinate major projects, and ensure safety, regulatory compliance and service standards across the facility. Qualifications

• Degree or diploma in mechanical/electrical engineering or ACMV or equivalent.
• 10 years (degree) or 15 years (diploma) of relevant working experience.

Responsibilities

• Lead and supervise M&E managers, technical officers, technicians and specialist contractors.
• Oversee operation, maintenance and performance of M&E systems (ACMV, chilled-water, electrical, BMS, fire protection, pumps, plumbing, sanitary).
• Manage preventive and corrective maintenance, troubleshooting, fault analysis and equipment rectification.
• Ensure maintenance activities meet schedules, KPIs and service standards.
• Coordinate M&E projects, A&A, renovations and annual shutdowns.
• Review technical proposals, tender specs and contractor submissions.
• Manage vendors/contractors, including escalations and service performance.
• Monitor equipment reliability, maintenance effectiveness and operational costs.
• Ensure compliance with QEHS, ISO, safety and codes of practice.
• Lead team development through coaching and training.
• Coordinate with authorities and stakeholders during inspections/site visits.
• Monitor energy and water consumption; drive energy-saving initiatives.
• Support Green Mark initiatives and energy-efficiency reporting.

Job description

Key Responsibilities:

• Lead and supervise M&E managers, technical officers, technicians and specialist contractors.
• Oversee the operation, maintenance and performance of building M&E systems, including ACMV, chilled-water systems, electrical distribution, BMS, fire protection, pumps, plumbing and sanitary systems.
• Manage preventive and corrective maintenance, troubleshooting, fault analysis and equipment rectification.
• Ensure maintenance activities, projects and operational procedures meet approved schedules, contractual KPIs and service standards.
• Coordinate M&E projects, A&A works, renovations, upgrading works and annual shutdown activities.
• Review technical proposals, tender specifications, contractor submissions and post-contract requirements.
• Manage vendors and contractors, including technical escalations and service performance.
• Monitor equipment reliability, maintenance effectiveness, operational costs and recurring faults.
• Ensure compliance with statutory requirements, QEHS, ISO procedures, workplace safety and relevant codes of practice.
• Lead team development through coaching, training and competency improvement.
• Coordinate with stakeholders, authorities and external parties during inspections and site visits.
• Monitor energy and water consumption, evaluate system efficiency and implement energy-saving and sustainability initiatives.
• Support Green Mark-related initiatives, energy-efficiency reporting and submissions to relevant authorities.
• Maintain proper operational reports, technical records, maintenance documentation and compliance records.

Minimum Requirements

• Degree in Mechanical Engineering, Electrical Engineering, ACMV or equivalent, with at least 10 years of relevant working experience; OR
• Diploma in Mechanical Engineering, Electrical Engineering, ACMV or equivalent, with at least 15 years of relevant working experience.
