PHLEBOTOMY TECHNICIAN (DONOR)

SITE OF SERVICE:

• U.S. Naval Hospital Guam and associated branch clinics.

POSITION QUALIFICATION/REQUIREMENTS:

• Education: Certificate.
• Accreditation: Completion of a donor Phlebotomy program accredited by The Joint Commission or College of American Pathologists (CAP).
• Certification: Certification/registration as determined by the American Society for Clinical Pathology (ASCP) or American Medical Technologists (AMT).
• Cardiac Certifications: Must have the following hands-on certification through the American Heart Association or American Red Cross
  • Basic Life Support (BLS)
• Experience: Possess a minimum of 1 year of full-time experience as a phlebotomist, to include Apheresis Collection, within the last 5 years.
• U.S. Citizenship: Shall be a U.S. citizen
• English Language Requirement:Shall be able to read, write, speak and understand English well enough to effectively communicate with all patients and other health care providers.
• Physical Capability: Shall be physically capable of standing and/or sitting for extended periods of time and physically capable of performing all services required under the contract.

DUTIES:

• Perform a full range of phlebotomist duties to include proper venipuncture and finger-stick and heel stick procedures using appropriate techniques and perform set-up and completion of special test-related phlebotomy procedures utilizing appropriate techniques.
• Ensure that all aspects of patient accessioning, specimen collection, processing, and distribution are performed properly.
• Conduct patient/donor in-processing screening prior to specimen/ donor collection, including review of paperwork accompanying patients/donor and cordial guidance and assistance.
• Assemble equipment, such as tourniquet, needles, and disposable containers for needles, blood collection devices, gauze, cotton, and alcohol on work tray, according to requirements for specified tests or procedures.
• Verify or record identity of patient or donor and converses with patient or donor to allay fear of procedure and conduct interviews, take vital signs, and draw and test blood samples to screen donors at blood bank.

HOURS:

• Services shall be provided Sunday through Saturday, between the hours of 0500 and 2100 hours.
• Shifts will normally be scheduled for an 8.5 to 13-hour period, to include an uncompensated 30- or 60-minute lunch break.
• The HCW will be required to travel to various blood donor sites which are all located within a 40 miles radius of the MTF.
  • Travel is anticipated 3 times per month between the hours of 0600 and 1800.
  • The Government will provide transportation.
• In no instance will the HCW be required to provide services in excess of 80 hours per two-week period.

Base Down Days:

During a planned closure of the facility due to training, closures before or after holidays family down days, Employee will only be compensated for the actual hours worked.If clinic is closed and employee is not able to work, employee will be required to use leave or take LWOP (without penalty).

SPECIAL REQUIREMENTS/SKILLS

Must be comfortable in a fast-paced, dynamic environment.Must be able and willing to reprioritize on short notice and work on multiple simultaneous projects.Flexible and able to work with various personalities.Team work skills required. Time management skills required. The ability to meet deadlines in a deadline intensive environment is essential. High level of adaptability and willingness to embrace change in a fast-paced, demanding environment.
