You will lead UX discovery, validate designs with stakeholders, and maintain the product backlog for mission-critical modules, ensuring accessibility and robust governance throughout the project lifecycle.
Organizational context: UNOPS operates in Latin America and the Caribbean, delivering infrastructure and public management solutions to advance sustainable development goals. The Southern Cone Multi-Country Office in Brazil supports national priorities across Argentina, Paraguay, and Uruguay, focusing on infrastructure, public procurement, health, education, and institutional strengthening. The office collaborates with various partners to enhance national capabilities and promote inclusive infrastructure development.
Job purpose: The Senior ICT Analyst plays a crucial role in enhancing the technological and operational capabilities of Brazil's National Secretariat for Civil Protection and Defense (SEDEC). The primary focus is modernizing the Integrated Disaster Information System (S2ID 4.0) and developing complementary solutions like offline-first mobile applications. This includes mapping complex processes, in-depth requirements analysis, drafting user stories (UX/UI), defining business rules, and establishing rigorous acceptance criteria. The analyst will manage the product backlog for critical operational modules, ensuring clear, functional, and traceable scope to mitigate risks. Continuous monitoring and technical governance will ensure software development aligns with national civil protection needs, optimizing disaster management workflows and bridging the gap between institutional processes and user experience.
The Senior ICT Analyst specializing in User Experience is responsible for planning and conducting UX workshops and discovery sessions with key users to map journeys, identify needs, and pinpoint friction points. They will translate requirements and business rules into clear interaction proposals, developing wireframes, low- and high-fidelity prototypes, and navigable flows. The role involves validating these designs with users and stakeholders, and supporting functional refinement in collaboration with Requirements Analysts. Responsibilities also include defining and documenting interaction patterns and interface guidelines, considering accessibility, clarity, and responsiveness. The analyst will review software development deliverables for adherence to approved designs and support QA/UAT concerning user experience aspects. Expected artifacts include journey maps, interaction flows, wireframes, prototypes, workshop records, and usability recommendations.

Required: Experience in IT tool development, user research, journey and flow mapping, interaction design, wireframing, prototyping, workshop facilitation, user validation, and clear documentation of UX decisions. Desired: Experience with government systems, digital public services, accessibility, mobile applications, field usage scenarios, reviewing project management methodologies, and coordinating technological/procedural improvements.
