The candidate will coordinate testing, validation, and evidence gathering for institutional acceptance, working with diverse teams to improve quality and traceability across releases.

Qualifications

• Master's degree with 2 years of relevant experience or Bachelor's degree with 4 years of relevant experience.
• PRINCE2 Foundation/Practitioner certification is preferred.
• Experience with IT tools development, requirements analysis, system testing and test documentation.
• Experience with government systems and user acceptance testing.
• Fluent Portuguese, basic Spanish, basic English.

Responsabilités

The Senior ICT Analyst plays a pivotal role in strengthening the technological and operational capabilities of the National Secretariat for Civil Protection and Defense (SEDEC), focusing on modernizing the Integrated Disaster Information System (S2ID 4.0) and developing complementary solutions such as mobile applications. The role acts as a strategic bridge between SEDEC and the contracted software development team, responsible for refining technological requirements, managing product backlog, and ensuring software development meets national disaster management needs.

Responsibilities

• Define and maintain the test and acceptance plan for prioritized packages.
• Participate with the Requirements Analyst in reviewing acceptance criteria to ensure clarity, measurability, and testability.
• Prepare test scripts, scenarios, cases, and evidence.
• Execute and/or coordinate functional, integration, and regression tests based on delivery scope.
• Verify traceability between requirements, acceptance criteria, delivered versions, tests performed, and results obtained.
• Log non-conformities, defects, risks, and pending issues; track resolution and retesting.
• Organize evidence required for technical validation and institutional acceptance of products.
• Support key users and SEDEC teams in preparing and conducting acceptance testing.
• Collaborate with Requirements, Data Architect/DBA, UX, Architecture, Integration, and Software Development teams to prevent rework.
• Contribute to consolidation of quality practices, documentation, and knowledge transfer throughout the project.

Requirements

• Master's degree—preferably in Information Technology, Engineering, Business Administration, Project Management, Teaching, or a related field—with 2 years of relevant experience; OR Bachelor's degree in any of the aforementioned fields with 4 years of relevant experience.
• Specialization or extension course relevant to the position.
• Project Management certification, preferably PRINCE2 Foundation/Practitioner.
• Experience in developing IT tools; analyzing requirements; planning and executing system tests including functional, integration, and regression testing; defining and reviewing acceptance criteria; documenting test scenarios, results, and evidence; managing and tracking defects; collaborating with business units, requirements analysts, and development teams; communicating clearly with technical and non-technical audiences.
• Experience reviewing Project Management Methodology.
• Experience coordinating the implementation of technological and process improvements.
• Experience with government systems, user acceptance testing with business users, environments involving system integration, and test automation or automated testing support.
• Fluent Portuguese required.
• Basic Spanish required.
• Basic English required.
