The role ensures accurate financial reporting, strong controls, regulatory compliance with CMS and MAS, and effective management of employees. You will collaborate with management, prepare budgets and forecasts, provide financial insights, and support governance and strategic initiatives for a regulated

Qualificações

  • Degree or diploma in Accounting, Finance, HR, Business Administration or related discipline.
  • Professional accounting qualification such as ACCA, CA Singapore or CPA would be advantageous.
  • Relevant experience in finance and accounting, preferably within a financial services or regulated environment.
  • Experience in HR administration and Singapore employment matters.
  • Strong understanding of MAS regulatory requirements and CMS environment.
  • Proficient with budgeting, forecasting, management reporting and financial analysis.
  • Excellent Excel and ERP system skills, with strong attention to detail.

Responsabilidades

  • Oversee day-to-day finance and accounting operations of the Company.

Finance & HR Manager
Job Summary

The Finance & HR Manager is responsible for overseeing the Company’s finance, accounting, human resources and administrative functions. The role will ensure accurate financial reporting, effective financial controls, compliance with applicable Singapore laws and regulations, and proper management of the Company’s employees.

As the Company operates under a Capital Markets Services (CMS) licence, the Finance & HR Manager will also support the Company in meeting applicable regulatory, financial, governance and reporting requirements, including requirements imposed by the Monetary Authority of Singapore (MAS) and other relevant regulatory authorities.

The role may also be required to undertake other ad-hoc duties, projects and responsibilities as reasonably assigned by Management from time to time.

Key Responsibilities
1. Finance & Accounting
  • Manage the day-to-day finance and accounting functions of the Company.
  • Prepare monthly, quarterly and annual financial reports and management accounts.
  • Oversee accounts payable, accounts receivable, general ledger, payroll and cash-flow management.
  • Prepare and monitor annual budgets, financial forecasts and variance analysis.
  • Monitor the Company's financial position, expenditure and cash flow.
  • Provide financial analysis and management information to senior management.
  • Maintain proper accounting records and supporting documentation.
  • Establish and maintain appropriate financial controls and approval procedures.
  • Liaise with external auditors, tax agents, banks and other professional advisers.
  • Ensure timely completion of annual audits and statutory financial reporting.
  • Ensure compliance with applicable accounting standards, tax requirements and statutory obligations.
2. Regulatory & CMS Licence Support
  • Support the Company in maintaining compliance with applicable requirements relating to its Capital Markets Services (CMS) licence.
  • Assist in the preparation and submission of applicable financial, regulatory and statutory returns to MAS and other relevant authorities.
  • Monitor the Company's financial position and regulatory requirements, including applicable capital and financial resource requirements.
  • Maintain appropriate records and documentation required for regulatory and compliance purposes.
  • Work closely with Compliance, senior management and external professional advisers on regulatory and governance matters.
  • Assist with regulatory inspections, audits, reviews and information requests where required.
  • Ensure finance-related policies, procedures and controls remain appropriate for a regulated financial services environment.
  • Escalate material financial, operational or regulatory matters to Management where appropriate.
3. Budgeting & Forecasting
  • Coordinate the Company's annual budgeting process.
  • Prepare periodic financial forecasts and cash-flow projections.
  • Analyse actual financial results against budget and provide explanations for significant variances.
  • Work with department heads and Management to develop financial plans and cost-control measures.
  • Provide financial insights to support business and strategic decisions.
4. Human Resources
  • Manage the Company's HR administration and employee lifecycle, including recruitment, onboarding, confirmation, transfers and resignations.
  • Maintain accurate and confidential employee records.
  • Administer monthly payroll, CPF contributions, employee benefits and leave administration.
  • Ensure compliance with the Singapore Employment Act and other applicable employment legislation.
  • Prepare and maintain employment contracts, HR policies and employee-related documentation.
  • Handle salary reviews, performance reviews and employee-related matters.
  • Manage foreign employee matters, including applicable work pass and statutory requirements.
  • Assist Management in handling employee relations, disciplinary and performance matters.
  • Coordinate staff training and development where required.
  • Ensure proper procedures are followed upon employee resignation or termination, including applicable statutory and tax requirements.
5. Corporate & Administrative Support
  • Oversee general office administration and operational matters.
  • Manage relationships with external vendors, service providers and professional advisers.
  • Maintain appropriate corporate, financial and administrative records.
  • Assist Management with corporate governance and other administrative requirements.
  • Support the implementation and maintenance of Company policies and procedures.
  • Handle confidential financial, employee and corporate information with appropriate discretion.
6. Management Support & Ad-Hoc Responsibilities
  • Prepare reports, analysis and presentations for senior management and the Board when required.
  • Assist Management with financial, operational, HR and strategic projects.
  • Participate in projects involving process improvements, system implementation, cost optimisation and business development.
  • Undertake other ad-hoc duties, assignments, projects and responsibilities as may reasonably be assigned by Management from time to time, including matters outside the usual scope of finance and HR where required for the effective operation of the Company.
  • Provide support during periods of increased regulatory, audit, reporting or operational requirements.
Qualifications & Experience
  • Degree or diploma in Accounting, Finance, Human Resources, Business Administration or a related discipline.
  • Professional accounting qualification such as ACCA, CA Singapore, CPA or equivalent would be advantageous.
  • Relevant experience in finance and accounting, preferably within a financial services or regulated environment.
  • Experience in HR administration and Singapore employment matters.
  • Strong understanding of Singapore accounting, taxation and employment requirements.
  • Experience with budgeting, forecasting, management reporting and financial analysis.
  • Familiarity with MAS regulatory requirements and the regulatory environment applicable to CMS-licensed companies would be advantageous.
  • Strong Microsoft Excel and accounting/ERP system skills.
  • Strong analytical, organisational and problem‑solving skills.
  • Good communication and interpersonal skills.
  • Ability to maintain confidentiality and exercise sound professional judgement.
  • Ability to work independently, manage multiple responsibilities and meet deadlines.
  • Strong attention to detail and a proactive approach to identifying and resolving issues.
