Brief Description
The HR Recruiter is responsible for executing all aspects of the recruitment process, from sourcing and screening candidates to onboarding new hires. This role plays a critical part in building a high-quality workforce and intern program that supports ArtsQuest’s mission and values. The ideal candidate will be a strategic and hands-on partner who supports hiring managers, ensures a smooth hiring experience, and maintains compliance with employment laws and organizational policies.
Key Responsibilities
Talent Acquisition & Recruitment Strategy
- Partner with department leaders to develop job descriptions, define hiring needs, and create requisitions.
- Lead full-cycle recruiting for seasonal, part-time, and full-time roles, including resume screening, interviewing, and candidate selection.
- Develop and implement creative sourcing strategies to attract a diverse talent pool in alignment with ArtsQuest’s DEI&B initiatives.
- Manage job postings across various platforms including job boards, social media, college networks, and community partners.
- Coordinate and conduct pre-employment testing, background checks, and reference verifications.
- Oversee and optimize applicant tracking system (ATS) workflows, ensuring accurate candidate tracking and reporting.
- Serve as the point of contact for applicants, providing timely communication and support throughout the hiring process.
- Manage and enhance the internship program, including recruitment, compliance documentation, and ongoing support for student interns.
- Represent ArtsQuest at job fairs and recruitment events to promote employment opportunities and build a strong talent pipeline.
- Prepare offer letters and assist in compensation and hiring negotiations as needed.
Onboarding & New Hire Experience
- Facilitate a seamless and engaging onboarding process for employees and interns.
- Ensure new hires complete all onboarding requirements, including tax forms, background checks, I-9 verification, and benefits enrollment.
- Coordinate setup of payroll, direct deposit, equipment, uniforms, and orientation materials to ensure new employees are set up for success.
HR Administration & Compliance
- Utilize HRIS systems to maintain and update employee records and lifecycle processes, including compensation, benefits, performance management, and compliance tracking.
- Address and escalate HR-related inquiries from applicants, employees, and supervisors as appropriate.
- Ensure compliance with federal, state, and local employment laws, including EEO, HIPAA, ERISA, FLSA, and DOL regulations.
- Monitor and communicate employee milestones, birthdays, and achievements both internally and externally.
- Stay up to date with HR best practices, trends, and legal requirements to maintain compliance and optimize HR processes.
Qualifications
- Proven experience in recruiting and onboarding across various roles and levels.
- Working knowledge of HRIS and ATS systems; UKG experience is a plus.
- Strong interpersonal, communication, and organizational skills.
- Demonstrated ability to work collaboratively and build effective relationships with hiring managers and candidates.
- Familiarity with PA employment laws and HR compliance standards.
- Passion for promoting an inclusive and engaging workplace culture.

Requirements
Knowledge, Skills and Abilities Required:
- Experience administrating accurate HRIS and ATS systems including but not limited to system setup and maintenance, workflow management, and reporting.
- An understanding of FLSA, FMLA, EEOC, ADA, ADEA, and other employment laws and regulations.
- Excellent interpersonal skills; the ability to establish and maintain effective working relationships with other staff members as well as vendors, sponsors, members, partners, volunteers and the public, as well as the ability to reflect on oneself.
- Excellent oral and written communication skills.
- The ability and desire to work collaboratively with others in a team environment.
- Computer/web proficiency including Microsoft Office Suite, Word, Excel, PowerPoint, Outlook or related software; HRIS system administration experience is essential; must be comfortable with technology and a willingness to learn and grow.
- Ability to act with integrity, professionalism, and confidentiality.
Education And Experience Required
- 1+ years of relevant work experience in a Recruitment/or Human Resources role and a strong interest in learning and growing in this area preferred; a basic understanding of the principles and practices of payroll and/or benefits is helpful.
- Bachelor’s degree in human resources or related field preferred or relevant level of work experience in the field of recruitment and human resources.
- SHRM certification preferred, or the ability to obtain it.

While performing the duties of this job, the employee must regularly see, talk, or hear. The employee is frequently required to sit, stand, walk, stoop; use of hands, fingers and arms. The employee often must lift to 10 pounds often, up to 25 pounds occasionally, with or without reasonable accommodation. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
The employee must be physically able to walk measurable distances and stand for extended periods of time during events and festivals. The employee should have the ability to follow and communicate directions effectively, both orally and in writing, in person, virtually and on the telephone.Employees must have the ability to work a flexible schedule, including evenings, weekends and holidays when necessary; some extended and irregular hours will be required during our festivals and events. Employee should have the ability to read, write and communicate in English; bi-lingual ability in Spanish or other language is a plus.
Position Type/Expected Hours Of Work
This is a full-time position. Normal business hours are Monday through Friday, 8:30 a.m. to 5 p.m., however the employee must be willing and able to work outside normal business hours in order to support our events and activities throughout the year as needed, including evenings, weekends and holidays when necessary.
Travel
Some travel is required between buildings and is expected for this position. Employee should have reliable transportation to enable them to travel between our buildings and facilities which are all within a mile of one another. Travel will also be required to attend job and intern fairs as needed.
Summary
Salary and Benefits: A salary range has been established and will be discussed with qualified candidates. Salary will be commensurate with experience. Benefits include medical, dental, vision, term life, and disability insurance, as well as a 403(b)-retirement savings plan and discretionary match. We offer a generous paid time off policy as well as discounts on select visual arts and education programs, concerts, comedy and cinema, festivals, and events.
