JD.COM Brazil is seeking a seasoned Customs Manager to lead the local customs compliance program, ensuring adherence to Brazilian and Mercosul rules for import/export of industrial materials, MRO parts and equipment.

You will classify HS codes, determine tariffs, manage brokers, monitor policy changes, and train staff. You’ll work closely with procurement, supply chain and finance to improve clearance efficiency and reduce costs, while pursuing Brazil AEO certification and standardized SOPs.

Qualificações

  • Bachelor’s degree in International Trade, SCM, Customs, Logistics or related fields.
  • 5+ years customs management experience, including 3+ years in Brazil.
  • Fluent in business Portuguese and English; Chinese a plus.

Responsabilidades

  • Establish and implement customs compliance system for JD Industrial’s Brazil business.
  • Classify HS codes, determine tariffs, apply origin rules to optimize tax cost.
  • Review documents and manage customs brokers; evaluate third-party providers.
  • Monitor Brazilian customs policies, tariffs, licenses; provide policy interpretations.
  • Handle emergencies: inspections, audits, detention, appeals; liaise with authorities.
  • Collaborate with procurement, supply chain, finance and operations to improve clearance efficiency and reduce costs; report KPIs.
  • Promote digitalization of customs processes; maintain SOPs and pursue AEO certification.

  • Language Requirements: Fluent in business Portuguese and English (verbal & written, mandatory). Proficient in Chinese is a significant plus.

1. Fully establish and implement the customs compliance system for JD Industrial’s Brazil business. Be proficient in Brazilian customs regulations and Mercosul rules, ensure full compliance of import and export customs clearance for industrial materials, MRO products and equipment spare parts, and effectively control customs risks including customs inspection, cargo detention and fines.

2. Take charge of HS code classification verification, tariff determination and application of rules of origin to optimize tax cost calculation. Examine full sets of customs clearance documents including invoices, packing lists, certificates of origin and licensing documents. Cooperate with and manage local customs brokers, and conduct regular performance evaluation of third-party service providers.

3. Keep real-time track of updates on Brazilian customs policies, tariffs, import licenses and product certification regulations. Deliver policy interpretation and business response solutions, organize internal customs compliance training, and conduct pre-assessment for new projects and new product access.

4. Independently handle all kinds of emergency customs issues such as customs inspections, audits, cargo detention and objection appeals. Act as the company’s representative to communicate and negotiate with Brazilian customs, tax and supervision authorities to minimize business losses.

5. Collaborate with procurement, supply chain, finance and local operation teams to improve customs clearance efficiency and reduce overall customs and logistics costs. Compile regular customs KPI reports covering clearance efficiency, inspection rate, cost analysis and abnormal issue statistics to support business decision-making.

6. Promote the digitalization of customs clearance processes, connect with local ERP and logistics systems, and complete standardized customs file management. Participate in the preparation and maintenance of Brazil AEO certification, and summarize localized customs SOPs to support the business expansion in South America.

7. Responsible for daily management, task arrangement, training and performance assessment of the customs team, and build a localized customs talent echelon in Brazil.

1. Bachelor’s degree or above, major in International Trade, Supply Chain Management, Customs Administration, Logistics or related fields is preferred. Possess 5+ years of customs management experience, with at least 3 years of hands-on customs management experience in Brazil; candidates with experience in industrial products, MRO and equipment customs business are highly preferred.

2. Mandatory Language Skills: Fluent in business Portuguese and English (oral and written) for independent business communication, email correspondence and cross-border meetings. Proficient in Chinese is a prominent advantage.

3. In-depth knowledge of Brazilian import procedures, HS classification, tariff system, import licensing requirements and Mercosul regulations. Familiar with Brazilian customs audit mechanisms with practical experience in customs appeal and complex abnormal issue handling; AEO certification experience is a plus.

4. Experienced in managing customs brokers and third-party service providers. Possess strong risk identification capability, rigorous compliance awareness, and the ability to independently solve complex customs technical problems.

5. Excellent cross-cultural communication and cross-departmental collaboration skills, high stress tolerance and result-oriented mindset. Proficient in Excel for customs data analysis and report generation.

6. Preferred qualifications: Familiar with the business operation model of Chinese enterprises investing in Brazil and the internal collaboration logic of Chinese-funded enterprises; holding professional certificates in international trade or customs declaration is a plus.
