EUROCONTROL is seeking a Workforce Planning & Organisational Effectiveness Expert to lead strategic workforce planning and organisational design initiatives at Brussels. You will forecast workforce needs, assess capacity, and develop outputs to support planning cycles.

This role requires strong data analysis, stakeholder collaboration, and proficiency in English. Responsibilities include advising on operating models, guiding job architecture, and contributing to the Post Management System.

Qualifications

• Third level studies in a relevant domain EQF 7 with 5+ years’ experience.
• Or EQF 6 with 6+ years’ experience in the advertised responsibilities.
• Internal candidates may have equivalent in-house experience.
• Certifications in workforce planning or HR analytics are assets.
• Experience in workforce planning or organisational design required.
• Knowledge of forecasting and gap analysis in workforce planning.
• Ability to translate data into actionable insights for stakeholders.
• Experience working with stakeholders to design staffing solutions.
• Advantage: broader HR processes and change management.
• Language: English at C1; French basics by probation end.

Responsabilités

• Design and improve strategic workforce planning processes.
• Provide guidance on organisational design and operating models.
• Collaborate with stakeholders to translate needs into staffing solutions.
• Develop and apply job architecture and evaluation frameworks.
• Support Post Management System reviews and classifications.
• Analyze workforce data to identify trends, risks and gaps.
• Support change management and stakeholder engagement activities.
• Share HR best practices within the agency.
