Job summary

The College of Europe is seeking a Facilities Director (100% FTE) to lead the Facilities Office at its Bruges campus. Based in Bruges, reporting to the Rector, the role combines strategic infrastructure leadership with hands-on technical expertise to manage maintenance, renovations and long-term development of the College's buildings and assets.

Qualifications

• Bachelor's or master's degree in industrial or civil engineering, construction, electromechanics, building technologies, facility management or related technical field.
• 7–10 years of professional experience in facilities or property management, technical operations, construction or infrastructure development.
• Experience with public procurement is an asset.
• Strong knowledge of building systems, maintenance practices, asset management and Belgian regulations.
• Budget-management skills and ability to manage multiple priorities.
• Excellent command of Dutch and English; French is an asset.

Responsibilities

• Lead and manage the Facilities Office in Bruges, guiding Catering and Housekeeping Coordinators.
• Develop long-term infrastructure and asset management strategy for the College's buildings.
• Plan preventive and corrective maintenance across campuses.
• Prepare technical specifications, project plans and cost estimates for investments and renovations.
• Coordinate and supervise contractors, ensuring quality, budget and timing compliance.
• Ensure compliance with Belgian building regulations and health and safety requirements.
• Liaise with service providers, public authorities and external stakeholders.
• Prepare and support public procurement procedures with the Legal Advisor and manage contracts.
• Manage Facilities Office budget and resource allocation.
• Promote harmonised facilities standards across Bruges and Tirana.
