Pauwels Consulting is seeking a leader to drive a data-driven transformation for a prominent public transport client. You will oversee a multi-year program delivering advanced analytics platforms, data assets, and governance frameworks to improve enterprise data management.

Based in Brussels with onsite work up to five days per week, you will define scope, roadmap, budgets, and risk management; coach PMs; and establish data operating models and data catalogs for GDPR-compliant data handling.

Qualifications

• 20+ years of experience leading Data & Analytics projects.
• 5+ years as a Data & Analytics Program Manager in large IT environments.
• Proven experience with core PM methodologies and agile practices.
• Experience setting up Data Platforms, Data Catalogs and Data Quality tools.
• Experience establishing Data Operating Models and governance, preferably in the public sector.
• GDPR data handling within data platforms.
• Strong stakeholder engagement at C-level.
• Native Dutch or French with English B2 and second national language.

Responsabilités

Our client, a prominent organization in the public transport sector, is looking for a leader to spearhead their data-driven transformation. The role oversees a multi-year program aimed at improving enterprise data management practices through the delivery of advanced analytics platforms, data assets, and governance frameworks.

• Define the program scope, constraints, priorities, and success criteria in collaboration with key stakeholders.
• Develop a strategic roadmap and long-term vision that aligns with core business objectives.
• Manage program budgets and coordinate capacity planning across multiple project teams.
• Monitor and mitigate risks and issues while providing timely escalations and solutions to management.
• Coach project managers within the program to ensure alignment with organizational methodologies and high-quality delivery.
• Coordinate the implementation of data governance frameworks, catalogs, and operating models.

• You bring 20+ years of experience in managing Data & Analytics projects.
• You possess 5+ years of experience as a Data & Analytics Program Manager within large-scale IT environments.
• You have extensive knowledge of project management methodologies such as PM², PMBOK, PRINCE2, or Agile (Scrum).
• You possess proven experience in setting up core Data Platforms, Data Catalogs, and Data Quality tools.
• You bring experience establishing Data Operating Models and governance frameworks, preferably within the public sector.
• You have experience managing GDPR sensitive data in the context of a data platform.
• You're a constructive team player with high analytical abilities and the capacity to negotiate at C-level.
• You are native in Dutch or French with a B2 level in English and the respective second national language.

Nice to Haves

• Experience using the Azure data stack.
• Experience facilitating organizational change management regarding data.
• Familiarity with RFP processes within a public sector environment.

• Start date: 01/01/2027.
• Duration: project until 31/12/2027.
• Work regime: Full-time.
• Location: Brussels.
• Working model: Onsite (up to 5 days per week).
• Contract: open to both permanent employees and freelancers.
