EngiFlex BV is recruiting a Senior Project Manager Digital Transformation & Delivery for a Brussels public-sector transformation program. You lead complex IT initiatives from initiation through handover, delivering within scope, budget, and timelines, coordinating cross-functional teams in a matrix environment.

You will work with operational managers, PMO and governance bodies, applying ITIL/PRINCE2 or PMI frameworks, managing risks and dependencies, and driving continuous improvement across

• 10+ years of experience in complex IT project management.
• Solid experience in digital transformation and large-scale change delivery.
• Experience managing multiple projects in matrix organisations.
• Strong business understanding with IT, cloud environments and delivery frameworks.
• Familiarity with Agile approaches and pragmatic application.
• Senior-level stakeholder, risk and business process management experience.
• Knowledge of transformation programmes and programme management practices.
• Delivery governance knowledge; ITIL and PRINCE2 or PMI certification is an asset.

Tasks and responsibilities

A public-sector organisation in Brussels is running a multi-year digital transformation programme to modernise its IT and data landscape, streamline business processes and reinforce internal capabilities.

The programme is coordinated by the Head of Transformation, with support from IT, Data and PMO management, a business partner or functional analyst, and an architecture review board.

Mission

As Senior Project Manager Digital Transformation & Delivery, you lead complex transformation initiatives and support the execution of the wider roadmap.

• You manage several IT and digital transformation projects from initiation through to operational handover.
• You deliver within agreed scope, budget, quality standards and timelines.
• You coordinate business, IT, data teams and external suppliers in a matrix environment.
• You monitor risks, dependencies, resources and competing priorities, and take action where needed.
• You anticipate issues, put forward pragmatic solutions and escalates at the right moment.
• You work closely with operational managers, PMO stakeholders, business representatives and governance bodies such as the architecture review board.
• You ensure clear reporting and compliance with programme governance and PMO methodology.
• You contribute to the continuous improvement of project delivery practices.
• You support transformation programme delivery with a structured approach, including stakeholder management, business process alignment and risk management.

Your profile

• You have at least 10 years of experience in complex IT project management.
• You bring solid experience in digital transformation and the delivery of large-scale change initiatives.
• You have managed multiple projects simultaneously within matrix organisations.
• You combine strong business understanding with a sound grasp of IT, cloud environments and project delivery frameworks.
• You are comfortable working with Agile ways of working and can apply them in a pragmatic manner.
• You have experience with business process management, stakeholder management and risk management at a senior level.
• You are familiar with transformation programmes and broader programme management practices.
• You understand delivery governance and methodologies such as ITIL and PRINCE2 or PMI certification is an asset.
• Experience in the public sector is a plus.
• You show professional maturity, autonomy and sound judgement, and you take ownership within a clearly defined mandate.
• You communicate with impact, handle conflicts diplomatically and build effective relationships across teams and governance structures.
• You demonstrate leadership without hierarchical authority and remain respectful of roles, responsibilities and decision-making boundaries.
• You work in a structured, accountable and solution-oriented way.
• You can communicate professionally in Dutch, French and English.
