The client in the transport and infrastructure sector is seeking a Senior Operational Officer to lead transformation across a complex multi-vendor IT landscape. This strategic role will establish governance frameworks and drive service integration for consistent delivery across internal and external providers.

Key focus areas include SIAM implementation, ITIL 4 adoption, and risk-managed service transitions, with a strong emphasis on governance, performance monitoring, and stakeholder alignment.

Qualifications

Our client, a prominent organization in the transport and infrastructure sector, is seeking a Senior Operational Officer to lead operational transformation within a complex multi-vendor environment. This strategic role focuses on establishing governance frameworks and driving service integration to ensure consistent delivery across multiple internal and external providers.

Responsibilities

• Design and maintain operational governance frameworks, processes, and decision-making structures across the IT organization.
• Lead the implementation of SIAM principles to ensure effective collaboration across multiple service providers.
• Embed ITIL 4 best practices across the service lifecycle to improve process maturity and service quality.
• Manage operational transformation initiatives, including large-scale IT outsourcing and process optimization.
• Coordinate service transition activities such as supplier onboarding, knowledge transfer, and operational readiness assessments.
• Monitor supplier performance through defined KPIs, SLAs, and OLAs to ensure contractual compliance and service stability.

Requirements

• You have 15+ years of professional experience in IT environments.
• You possess 10+ years of experience in IT Operations or IT Service Management.
• You bring proven experience implementing and operating SIAM within multi-vendor sourcing environments.
• You have extensive experience designing and optimizing operational governance frameworks and ITSM processes.
• You possess demonstrated leadership in operational transformation or large-scale IT outsourcing initiatives involving external providers.
• You have experience coordinating service transitions, supplier onboarding programs, and operational handovers with a focus on risk management.
• You bring 3+ years of practical experience applying ITIL processes and hold a valid ITIL 4 Foundation certification or higher.
• You're proactive and solution-oriented with strong stakeholder management and analytical skills.
• You are fluent in Dutch or French ("C1/C2") with at least "B2" level in the other national language and English.

Nice to Haves

• Hands-on experience with ServiceNow for process implementation, governance, and multi-supplier reporting.
• Familiarity with public-sector governance and procurement processes.
• Possession of a SIAM Foundation or Professional certification.
• Possession of Six Sigma Green Belt or Black Belt certification.
