Job summary

Pauwels Consulting is supporting a public organization in Brussels to hire a Senior ICT Expert who will lead strategic IT improvements while staying hands-on within a development team to ensure technical excellence in large-scale policy projects.

You will identify cross-departmental technical challenges, propose organization-wide solutions, mentor colleagues, and drive the technical roadmap in an Agile setting, partnering with business stakeholders across IT and operations.

Qualifications

• 8+ years of backend development experience with C# and .NET.
• 8+ years as Technical Lead in enterprise environments.
• 5+ years with ASP.NET MVC.
• 3+ years frontend development using Angular or AngularJS.
• Expertise in ASP.NET Core and ASP.NET Web API.
• Extensive knowledge of Entity Framework 6, WCF, and relational databases.
• Deep understanding of object‑oriented programming (OOP) and design patterns.
• Native Dutch speaker.

Responsibilities

• Identify and analyze cross‑departmental technical challenges across development, operations, and architecture teams.
• Propose and implement organization‑wide technical solutions and architectural improvements.
• Foster cross‑pollination of knowledge and best practices between different IT teams and business stakeholders.
• Develop and maintain complex business applications as a key member of a dedicated software project team.
• Act as a technical mentor, staying updated on industry trends and transferring expertise to colleagues.
• Drive the technical roadmap for software projects within an Agile environment.

• 3+ years of frontend development using Angular or AngularJS.
• Expertise in modern web services and frameworks including ASP.NET Core and ASP.NET Web API.
• Extensive knowledge of Entity Framework 6, WCF, and relational databases.
• Deep understanding of object‑oriented programming (OOP) and design patterns.
• You are proactive, solution‑oriented, and demonstrate the initiative to drive technical innovation.
• You are Native in Dutch.

Nice to Haves

• Experience with unit testing.
• Knowledge of Oracle SQL and PL/SQL.
• Experience with frontend styling tools such as Angular Material, CSS, and Bootstrap.
• Familiarity with version control systems like TFS or Git.
• Practical experience with Agile and Scrum methodologies.
