ITproposal in Brussels is seeking an experienced Senior IT Program Manager to lead delivery of an IT & Data Target Operating Model 2029, aligning multiple entities around a shared vision, governance, and transformation roadmap.

You will drive initiation through knowledge transfer, establish programme governance, manage scope, planning, risks, dependencies and quality, and coordinate the business case and transformation plan.

Qualifications

Strong experience in IT Program/Portfolio Management and IT Operating Models.
Expertise in MSP/PRINCE2, IT Governance, Risk Management and Stakeholder Management.
Experience with public-sector transformations and centralisation programmes.
Strong skills in financial business cases and transformation roadmapping.
Native/bilingual Dutch and professional working proficiency in English.

Responsabilités

Lead the programme from initiation through knowledge transfer.
Establish and manage programme governance and prepare steering committees.
Oversee scope, planning, risks, dependencies and quality across workstreams.
Manage stakeholders and facilitate decision‑making around IT and data centralisation.
Build consensus around the future IT and data organisation.
Coordinate the integrated business case, decision dossier and transformation roadmap.
