ITS Group Benelux is seeking an experienced Senior IT Project & Program Manager to lead strategic IT projects and transformation initiatives in a large-scale public-sector environment. The role oversees projects from initiation to closure, ensuring alignment with priorities and governance, with more than 15 years of IT PM experience and strong PMO governance expertise.

Qualifications

• More than 15 years of experience in IT project and program management.
• Proven experience leading strategic transformation programs.
• Strong experience establishing and managing an organisational PMO.
• Demonstrated expertise in Plan–Build–Run governance.
• Experience supporting executive committees and strategic portfolio prioritisation.
• Confirmed experience delivering transformations within the public sector.
• Expert knowledge of change, resource and risk management.
• Expert knowledge of project and program governance and continuous improvement.
• Advanced financial monitoring and reporting capabilities.
• Experience managing suppliers, consultants and contractual commitments.
• Knowledge of release management.
• PMP, PRINCE2 or an equivalent project management certification.
• Scaled Agile certification.
• ADKAR or an equivalent change management certification.
• Native or bilingual French.
• Full professional proficiency in English.
• Professional working proficiency in Dutch.

Responsabilités

• Lead projects and programs from initiation through delivery and closure.
• Define project scope, objectives, deliverables, planning and governance.
• Establish and maintain project plans covering resources, risks, communication and quality.
• Coordinate business, technical and external stakeholders.
• Gather, analyse and formalise business and user requirements.
• Organise project meetings, steering committees and decision-making workshops.
• Support executive committees in prioritising strategic project portfolios.
• Implement and manage strategic and operational PMO governance.
• Establish effective governance across Plan, Build and Run activities.
• Manage budgets, resources, risks, dependencies and change requests.
• Monitor external suppliers and consultants, ensuring contractual commitments and deliverable quality.
• Prepare project dashboards, financial reports and executive-level reporting.
• Lead change management and continuous improvement initiatives.
• Ensure project documentation and key decisions remain complete and traceable.
• Share project management best practices and contribute to lessons learned.
