Job summary

Keystone Solutions seeks a Senior Business Excellence & Business Partner, Technical Writer for a consultancy mission on client premises. You will support organizational and digital transformation strategies, enhance processes, and drive transformation programs end-to-end.

Experts in mobility, parking, and public space management will lead business analysis, define technical procurement content, and ensure stakeholder alignment across IT, security, and procurement functions.

Qualifications

Expertise in organizational transformation within public or semi-public organizations.
Mobility, parking, road management, or public space management domain experience.
Ability to analyze and improve business processes in relevant services.
Experience drafting technical documents for public procurement in digital, IT, Data, and cybersecurity.
Proven ability to facilitate workshops and coordinate cross-functional teams.

Responsibilities

Translate business needs into actionable requirements and process improvements.
Act as a Business Partner to structure requirements and prepare decision dossiers.
Facilitate workshops among Digital & IT, Data & Analytics, PMO, Procurement, and suppliers.
Map AS-IS/TO-BE processes and ensure coherence across organization, data, and operations.
Draft non-functional requirements, SLAs, and acceptance criteria for procurement.
