Description du poste

Project Manager for the GiveWell Project – Digital Delivery Model for Scaled Immunization Coverage in Kasaï
Organisation: Bluesquare is a fast-growing technology company focusing on Global Health. Our mission is to help Global Health resources get where they matter the most. We partner with Global Health Funds, national governments, health service purchasers, NGOs, and international donors to strengthen data systems and support smarter health investments. Our technologies are in use in more than 30 countries and support over 60 clients, including the World Bank, WHO, the Global Fund, the Gates Foundation, and leading NGOs.

The mission

Together with an experienced local implementing partner, and with the support of an international donor, GiveWell, Bluesquare is implementing a program to strengthen immunization coverage across 7 health zones of Kasaï Province, in the Democratic Republic of the Congo (DRC), aiming for a durable reduction in the number of zero-dose children. Kasaï has one of the highest rates of zero-dose children in DRC (34% for Penta 1, according to the 2023 ECV survey). The program targets an increase of at least 10% in immunization coverage across the health zones, covering approximately 2.3 million people and 80,000 births per year.

The program is carried out in close collaboration with the Ministry of Health — in particular the Expanded Programme on Immunization (EPI / PEV) — and its deconcentrated levels, the provincial health division (DPS) and the target health zones. As consortium lead, Bluesquare provides the program's digital layer and its EPI (PEV) monitoring expertise: targeting, continuous activity monitoring, and payment verification are all built on digital platforms, drawing on tools such as QR-coded vaccination cards, geolocated sessions, and data integration with the national HMIS (SNIS). The local implementing partner is the program's operational arm, responsible for the effective delivery of activities, which it delegates to health structures through performance-based contracts that it negotiates, verifies in the field, and validates.

The role

We are looking for a Project Manager to join our team and lead the implementation of this project, coordinating multiple partners and technical teams (from the inception phase through to full implementation) to deliver high-quality results in a diverse and demanding environment.

Location: Based in Brussels (Belgium) or Kinshasa (DRC), with regular field missions. The position is offered as a local contract in either location. Bluesquare takes into account the safety risks of its employees in the areas concerned.
Contract duration: 6 months to start, renewable (project duration: 3 years).
Reporting line: You will report to the Project Management Lead and the DRC Country Lead, and work under the supervision of the relevant Practice Lead.
Team: Bluesquare is a company with more than 90 team members across multiple countries, organized into project and technical teams. For this program, you will lead a dedicated project team based in Kinshasa and Tshikapa, made up of technical, administrative, and technical-assistant profiles. We value ownership, autonomy, flexibility, communication, and teamwork.
Project management
  • Act as a trusted advisor to clients and partners: identify their needs, shape the solution and vision and define short- and medium-term roadmaps in coordination with partners, country managers, and technical leads.
  • Monitor the project from design to completion, including delivery of the final solution and capacity building.
  • Oversee project implementation and ensure it achieves its objectives, while managing budgets, donor reporting, and contractual obligations.
  • Navigate complex institutional and governance environments, engaging effectively with the implementing partner, ministries and the subnational authorities, donors, and multiple stakeholders, including where roles overlap.
  • Ensure the quality of deliverables and reports in collaboration with technical leads.
  • Support the institutional anchoring of the project, in particular its integration into existing processes.
  • Use and update Bluesquare’s project management tools (JIRA and Odoo).
Technical interface
  • Develop a strong understanding of Bluesquare's portfolio of technical solutions and of the program's digital layer in particular (geospatial targeting, IASO, DHIS2, OpenHEXA, QR-coded cards, GPS session tracking, etc.), including their architecture, capabilities, and limitations, and use it to guide design choices.
  • Participate in continuous analysis of clients’ needs and advise on solutions to be implemented.
  • Contribute to the analysis of monitoring data in order to reorient the operational strategy where needed (adjusting the intervention mix, reallocating resources, renegotiating contracts).
  • Coordinate with the technical team throughout the project to ensure deliverables meet requirements.
  • Take part in functional testing and validation (e.g. UAT, checking configuration against specifications) to ensure quality before delivery.
Additional responsibilities
  • Participate in proposal development and the identification of new business opportunities.
  • Contribute to the continuous improvement and development of our internal tools and methodologies.
  • Identify and implement strategies that ensure the long‑term growth and sustainability of our projects.
  • Adapt and take on other relevant project management responsibilities as the role evolves.
Profile

We are looking for an experienced project manager with a strong background in immunization and public health, ideally with knowledge of the DRC health system. The ideal candidate is able to take an analytical view of the program's results, assessing whether the tools deployed are effectively improving immunization coverage. A good understanding of digital health tools, along with an interest in the technical and quantitative dimensions of the work, is also important for the role.

Required
  • At least 8 years of relevant professional experience in digital project management, ideally in international development or global health.
  • Experience with immunization programs, ideally with the Expanded Programme on Immunization (EPI / PEV).
  • Proven experience managing medium-to-large, multi-partner projects in a multicultural environment.
  • Knowledge of the DRC health system and Ministry of Health, ideally of Kasaï province and its health zones.
  • Excellent oral and written communication skills in French and English (C1 level minimum required in both languages).
  • Demonstrated analytical ability — comfortable interrogating monitoring data and results, and forming an independent, critical judgement on what is and isn't working.
Preferred
  • Experience in team coordination and capacity strengthening.
  • Experience specifically with the EPI (PEV) in DRC, or in maternal and child health.
  • Experience with performance-based financing (strategic purchasing / PBF).
  • Knowledge of DHIS2 and health data management.
  • Familiarity with Bluesquare's tools (IASO, OpenHEXA) and BI tools (Superset, Tableau, Power BI).
  • Familiarity with data collection tools (ODK, KoboToolbox).
  • Notions of programming and of software development processes.
  • Experience of collaboration in remote working settings, with teams based in Kinshasa and internationally.
  • Political acumen and diplomacy, with the ability to navigate complex institutional environments.
  • Team-oriented, with strong analytical and interpersonal skills.
  • Clear and structured communication.
  • Ability to work autonomously; proactive and capable of multitasking.
  • Supportive of colleagues' needs and well-being.
What we offer
  • You will work at the crossroads of global health, health financing, and technology, on a large-scale program aiming to reduce the number of zero-dose children in Kasaï.
  • You will join a dynamic and diverse team committed to improving access to health and quality of care, especially for the poorest.
  • You will gain valuable first‑hand experience in public health and immunization in a high‑stakes context.
  • You will work in collaboration with a wide variety of actors (Ministry of Health, EPI / PEV, donors, health zones, community health workers, implementing partners).
  • Flexible work hours and an international, dynamic, impact‑oriented environment.
  • Competitive salary and benefits package, according to profile and experience.
