Rhox in Belgium seeks an experienced project manager to lead data and ICT initiatives in the public sector, overseeing data-platform modernisation, reporting, and governance projects with cross-functional stakeholders.

You will apply PRINCE2/PMBOK, manage scope, risks and budgets, and coordinate internal ICT teams with external suppliers while promoting data-driven decision making. Cognos and Purview knowledge are required.

Qualifications

• At least five years' experience leading infrastructure or development projects.
• Experience delivering projects in the public sector.
• Experience working in complex organisations with multiple stakeholders.
• Experience directing external suppliers and integration partners.
• Experience managing several projects at the same time.
• Knowledge of PRINCE2 or PMBOK.
• Knowledge of Cognos.
• Knowledge of Microsoft Purview or data-governance programmes.
• Experience with steering groups, management reporting and decision-making processes.
• Willingness to sign an IT code of conduct and NDA.

A public-sector IT organisation supports a city's digital services, infrastructure and operational applications. The role leads data and ICT projects, including data-platform modernisation, and calls for Cognos knowledge plus Microsoft Purview or data-governance experience.

The mission

Projects may include migration and modernisation of a data platform, implementation of digital solutions, or optimisation of existing applications and processes. Other initiatives may focus on data analysis, reporting and data-led ways of working.

Take end-to-end ownership of one or several projects, from planning through delivery. Manage scope, schedule, budget, quality, risks and dependencies. Coordinate business stakeholders, internal ICT teams, external suppliers and integration partners. Support business choices, facilitate decisions and elevate issues when needed.

• Knowledge of project-management methods, including terminology, structure, roles and processes (e.g. PRINCE2 or PMBOK).
• Knowledge of Cognos.
• Knowledge of Microsoft Purview or experience with data-governance programmes.
• Experience with steering groups, management reporting and decision-making processes.
• Willingness to sign an IT code of conduct and non-disclosure agreement (NDA).

Preferred skills

• Experience with data, cloud or digitalisation projects.
• Experience with Jira and project tools for risk and issue management.
• Knowledge of ITIL and Microsoft Fabric.
• Knowledge of MS Project, PowerPoint and Excel.
• Knowledge of Planner premium and Power BI.

Languages

• Dutch: C2 (CEFR).
