Pauwels Consulting is seeking an expert to lead organizational evolution in a large public-sector client. You will design strategic roadmaps, implement governance frameworks and mentor leadership to foster a sustainable Agile culture.

Responsibilities include maturity assessments, translating strategy into roadmaps, and defining KPIs/OKRs to monitor impact. Strong coaching, facilitation, and change management skills are essential; fluent Dutch/French with English knowledge is required.

Qualifications

• 8+ years of experience in Agile & Lean and Change Management within complex transformation contexts.
• 8+ years of expertise in Agile Coaching and Mentoring with advanced Facilitation Techniques for multidisciplinary stakeholders.
• 3+ years of Agile Transformation strategy, Agile Governance, and Organizational Design & Scaling.
• 3+ years of experience performing Agile Maturity Assessments and using Agile Tooling for reporting and collaboration.
• 3+ years defining Metrics, KPIs, and OKRs for IT delivery and flow.
• Ability to produce a 2-page vision paper on roadmap, governance and leadership for a practical case study.
• Strong strategic and analytical thinking with a result-oriented, hands-on approach.
• Proactive, autonomous and focused on knowledge transfer and continuous improvement.
• Dutch or French as native, with active English and passive knowledge of the other national language.

• Translate digital strategy into concrete transformation roadmaps with clear objectives, milestones, and risk management.
• Design and implement a target operating model and governance frameworks aligned with agile principles.
• Define IT-specific KPIs, metrics, and OKRs to monitor delivery flow, quality, and transformation impact.
• Coach and mentor the internal coaching team to enhance competencies in system thinking and change management.
• Advise senior management on agile leadership, shifting traditional governance patterns toward autonomy and transparency.

• You possess 8+ years of experience in Agile & Lean methodologies and Change Management within complex transformation contexts.
• You bring 8+ years of expertise in Agile Coaching & Mentoring and advanced Facilitation Techniques for multidisciplinary stakeholders.
